Ms. Ayala supported the motion, but actually preferred to convert the use back to <br />residential. This is a narrow street that does not have the necessary parking for this building. <br />However she would compromise. <br /> <br /> Mr. Campbell had concerns about who pays for opening up that back parking lot. He felt <br />it was an unfair burden for other neighbors to share in the cost in order to allow the Winters to <br />have their business. <br /> <br /> Ms. Michelotti indicated combined parking lots have been used downtown, but people <br />have been very protective of their own lots. She had doubts about the neighbors being able to <br />work out a shared parking situation. This motion is the most onerous of the options and she did <br />not think it was fair considering the fact that an existing residential property could be converted <br />to commercial and there would be no additional parking requirements <br /> <br /> Mr. Roush reiterated Option 2, which makes the finding that six spaces are required; <br />three are on-site; three would be paid for; and if an agreement could be worked out with the <br />neighbors, they would get reimbursement for the three spaces. <br /> <br />The vote on the substitute motion was as follows: <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala and Dennis <br />NOES: Councilmembers Campbell and Michelotti <br />ABSENT: None <br />ABSTAIN: Mayor Pict <br /> <br />The vote on the original motion for Option 3 was as follows: <br />The roll call vote was as follows: <br />AYES: Councilmembers Campbell and Michelotti <br />NOES: Councilmembers Ayala and Dennis <br />ABSENT: None <br />ABSTAIN: Mayor Pict <br /> <br />Ms. Michelotti indicated she was willing to make a motion to approve Option 2. <br /> <br /> Mr. Campbell said that still doesn't answer the question of who pays for the parking lot. <br />He asked if the Winters would have to go door to door asking for help for the new parking lot. <br />That did not seem realistic to him. <br /> <br /> Ms. Ayala said the spaces were already there; they would just be sharing parking with the <br />neighbors. <br /> <br /> Mr. Swif~ said any costs would be less than the assessment of $8,000 per space.
