A family of four must earn no more than $50,000 to qualify. She indicated staff would
prepare more detailed information for Council.

Bev Medeiros, 3774 Kamp Drive, was concerned about the additional traffic
volume. She believed that if Stoneridge is extended, people will travel on it. There are
seventy homes with small children and she was concerned about the traffic.

There were no further speakers.

Mayor Pico asked the Councilmembers to summarize and share their comments
on the proposed project.

Mr. Campbell said he is a teacher at Amador and did not know if this is a good
site for a school, but he did think land needs to be set aside somewhere, whether on the
Bemal property or the Busch property. He agreed with the need to plan for the Busch
property ifa school is not built. With regard to traffic, he is a firm believer that everyone
should share the load. If there is additional traffic, don't put it all on one neighborhood,
so he supported three access points. With regard to cut-through traffic, he did not favor
cutting off neighborhoods. He agreed there is a need for affordable housing. He asked
Ponderosa to provide additional options with higher density and more units to address
affordable housing. He didn't think Pleasanton needed any more million-dollar houses.
We need a variety of home types. He did not have a preference for any particular option
at this point.

Ms. Michelotfi stated that when the Busch property was first being developed,
there was a committee that met for nine months to get the best for the commtmity and
that plan was for 300 units. That was defeated by referendum. We are trying to get
consensus for this property. She had suggested that Ponderosa use the traffic circulation
pattern in Birdland for this project. She said she always gets lost in that area, but it still
allows people to get from one place to another. If there were indirect routes that would
get from one place to another, it would be good. She agreed Mohr Avenue should not
connect to E1 Charro in order to preserve some of the rural atmosphere of the area. That
used to be an area with five acre parcels, but little by little they were split into smaller
lots. She believed that the more access in all directions, the better. She wanted to carry
out the General Plan for Stoneridge Drive extension to E1 Charro. That is for the people
in Pleasanton. She also supported the extension of E1 Charro to Stanley Boulevard.
Regarding affordable housing, she was happy to hear so many advocates for a mix of
housing as in Option B as a possibility. She felt it would make sense for Ponderosa to
come back with more "opportunity" housing. The people who come to the community
and participate in the our affordable housing program are not riffraff. She referred to a
friend's son who is an architect who came back to the community after college and who
was interested in the affordable housing available at that time for the affordable housing
program. A single person applying for a $130,000 house has to have an income of about
$30,000, but if a family of four applies for the same house, the level of income goes up.
She indicated the price of housing in the Jensen Tract is about $400,000. We want
people to qualify with incomes of $50,000. The only way to do that is to get smaller

City Council Workshop 9 08/20/01
Minutes
