homes or higher density. With regard to the school site, she thought it was a good idea to
have the corporation yard be a buffer for the school site. She also wanted to see an
underlying use for the school site. She agreed the district needs to decide if it really
needs the site. We need a plan that works and has good circulation. She was also
looking at a park and access points.

Ms. Ayala wanted a Council committee on elderly housing and asked whether the
two acre lot were required. Regarding the school, she felt it was important for people to
know the District looked at the available land in Pleasanton and only two sites were
available; on Busch and Bernal. She said 50% of the houses in Pleasanton have children
and the District needs flexibility for future planning. She asked the Planning Director if
this was an appropriate site for a school.

Mr. Swift indicated the state representatives had reviewed the site at Bemal and at
Busch and found them both appropriate. The Staples Ranch area was ruled out and there
are no other forty-acre flat sites. He briefly reviewed the criteria for locating a high
school and the required access necessary.

Ms. Ayala asked if Option A were selected with a school site, would it be possible
to get an additional twenty acres from the Hansen property?

Mr. Swift said yes. There is more than twenty acres available, but staff did not
believe Mohr Avenue should be the route to any high school site. He pointed out that
there used to be issues regarding the backdoor access to Amador and to Foothill and the
provision of locked gates seems to have minimized that problem. He has heard no
complaints in the past few years.

Ms. Ayala indicated the school site on Option A is still being designed and she
felt there could be another access point from E1 Charro. Everything points to circulation
and she felt the east Pleasanton circulation study would have to be completed before there
is a clear picture of this area. She thought that would be done by October or November.
She referred to an agreement with Standard Pacific regarding completion of the study by
a certain date.

Ms. McKeehan agreed there are a lot of issues with the east side traffic study.
One option being considered to meet the deadline is to bring forward the Stoneridge to E1
Charro cormection piece before Council before the entire study is completed.

Ms. Ayala indicated one of her top priorities is the Stoneridge connection and she
felt that would facilitate the planning of this property. She wanted to keep the school
option and agreed that an underlying plan for the land use is a good idea. She indicated
there has been a whole range of facilities discussed and a high school is only one of
many. Her number one concern is getting circulation under control and more routes in
and out of the development. Trails are very important and she wanted a connection for
the Iron Horse Trail. She hoped to have a wide range of housing types. She agreed with
having the estate lots along Mohr Avenue. She liked the feathering idea, but believed

City Council Workshop 10 08/20/01
Minutes
