district tie up property for a school and later sell the property to a developer. He wanted
to know now if a school will go in there.

Albert J. Wiemken, P. O. Box 969, Pleasanton, indicated he preferred Option B
with three areas of entry. He walked to the proposed plan and showed Council where he
would like the access points to be. He also wanted a mix of housing and liked the park in
the center. He believed that option addressed everyone's concerns for housing; helps
traffic and gets a park. He did not like the proposed school. There is a lot of traffic on
Martin from Mohr Elementary School and people bringing kids to the back entrance of
the school. Option B is better. He inquired what the process is after this workshop.

Ms. McKeehan indicated staff and the developer were trying to get as much
information as possible to the public. The reason this meeting is deemed a workshop is
that Council will not be making a decision.

David Carlstrom, 1924 Palmer Drive, said he lives in this area and wants to
preserve his neighborhood. He is not opposed to affordable housing. Even though he has
three children in different schools, he did not think it made sense to have a school on this
site. Amador is close to this neighborhood and he did not think another high school was
needed. As far as circulation, he did not want Mohr to go through; maybe it would be all
right for Stoneridge Drive to be extended, as long as the park is protected; Kamp
extension is okay. Busch and Mohr should be kept separate. The top half should have
large lots, the bottom half, without a school, should have smaller lots. It took three
workshops to get white stripe painted in front of the Tucker;s house. It will be a long
process to get everyone's opinions. He has lived in twelve states and appreciated Council
trying to make a win/win situation. He will have to live with this for a long time not the
people who just want affordable housing and don't live in the neighborhood.

Peter Cohen, 1602 Martin Avenue, supported Busch going through to E1 Charro,
but Mohr Avenue should absolutely not go through. He was not sure about the
Stoneridge extension. He referred to comments comparing it to Mission Boulevard in
Fremont. He appreciated Ponderosa preparing a new Option D, but still favored Option
B with connection to Kamp. He felt there was too much risk with Option D if a school is
not built. He believed Option B is better for affordable housing. He felt Pleasanton was
well past being able to fix anything by building subsidized housing. If police and
teachers can't afford to buy housing then they should be paid more. As far as low and
very low income housing, there is no reason why crime should be spread out equally and
not everyone should live in any town they want.

Ms. Ayala asked staff to clarify where police, fire and teachers' income levels
stand with regard to affordable housing.

Ms. McKeehan explained that family size was also a factor. The point is that
some people may not be able to afford housing they want as opposed to housing they can
afford. They may not be able to buy in Pleasanton, but most do not meet affordable
housing criteria because they earn too much. One must also consider the size ora family.

City Council Workshop 8 08/20/01
Minutes
