Mr. Ward said they are concerned about the one year groundwater monitoring, <br />which they feel is not necessary. <br /> <br /> Mr. Swift said the Planning Commission requests for the wildlife survey and <br />additional study of a larger magnitude event are included in the conditions. What is <br />proposed as a modification, rather than elimination, of what the Planning Commission <br />recommended is to not use the two years of further monitoring of groundwater levels, but <br />do it for one year. All of those recommendations are now incorporated into the final <br />Supplemental Environmental Impact Report. <br /> <br /> Ms. Michelotti asked how much was involved in the one year groundwater <br />monitoring. <br /> <br /> Mr. Swift said they were already doing the groundwater monitoring, so it is a <br />continuation to the rest of the year to form a baseline. <br /> <br />Ms. Dennis asked how long has the City been monitoring this. <br /> <br /> Mr. Swift said he thought it was four or five years, since the original approval. <br />This issue has to do with the saturation of the soil during a large earthquake. The GHAD <br />(Geological Hazard Abatement District) is monitoring the hillside and should any <br />additional lots be approved in the future, they are added to the GHAD. <br /> <br /> Ms. Michelotti said anything within the area of the Berlogar Line up the hill gets <br />closer scrutiny if it is a housing unit. She asked who would be required to do the study <br />for lots already there. <br /> <br /> Mr. Swift said the homeowner would be responsible and the City would review <br />any study. <br /> <br />Ms. Michelotti asked if the wildlife study was a condition. <br /> <br /> Mr. Swift said it is a requirement as a mitigation measure incorporated into the <br />final Supplemental Environmental Impact Report before the Council and recommended <br />by staff. The Currin's have asked that Council take that mitigation measure out of the <br />final SEIR so it would not apply should they come in with a new application for <br />development on the property. It does not affect current lots. This applies only to the <br />upper northern knoll area. <br /> <br /> Ms. Ayala asked about the existence of GHADs and wanted to know staff's <br />thoughts about the furore of GHADs and the financing due to changes in the regulations <br />that limit the City's ability to increase the amount of revenue that might be assessed. <br /> <br /> Ms. Seto said that Proposition 218 is probably the concern that Council is <br />addressing.
