could be looked at, but he believes that the greatest majority of people stop at the sign. A
report can be given by careful observation of what percentage of people nm it, and what
percentage of poople nm other stop signs in town.

Ms. Michelotti said she thought Mr. Ghorbani would like something else to take
its place.

Ms. Ayaia said she felt if it was the only way he could get it out of there was to
put in the traffic circle, she felt he would take the traffic circle. Actually he simply would
like to have the stop sign removed.

Mr. van Gelder said he thought Council would have to address any development
plans with what the City would do at that specific location. There will be specific
chan~es that, one way or another, will probably impact it. It could be combined with the
decision process. In the past, the developer proposed to contribute towards circles and
thing~ of that nature. There were concerns when circles went in. It says there is a
speeding problem and the City is supposed to do something about it. No matter what the
City puts in, there will be concerns that this is not the right solution unless the City is
ready to replace it with something else.

Ms. Dennis said the City does not have a procedure in place to remove a stop
sign. She said she voted for a stop sign at that location and that was pending the
completion of the study and pilot program to see if that is the best solution.

Mr. van Gelder said he thought the best thing for staffto do is to do a review and
present a report back to Council. Council could then make a more educated decision.

Ms. Michelotti asked if the option of having some type of slow down device,
whether it is traffic circle or something, could be included?

Mr. van Gelder said this could be included. When devices of this nature are
considered, and were Council to adopt the traffic-calming program, they would start a
community process to get opinions. Would the residents feel that leaving the stop sign or
replacing it with a circle would be a good idea? This process could be initiated or a
simple questionnaire could be done.

Ms. Ayala asked if Ms. Michelotti understood that Mr. Ghorbuni's wish would be
to simply take out the stop sign. But if he cannot get it out any other way, he is saying,
"Put a circle there." He is going to have to pay for the circle, because once Council
acoel~ this report then everybody has to share in the cost.

Mr. van Gelder said this would be somewhere in the range of 10% oftbe cost. He
said if you look at the percentages for the volume that is there, the City does not have a
high percentage. As an example, offering this program in most communities they would
get the call of too many cars going too fast down my street and the City should do
something about it.
