In <br />the years the sign has been in front of his house, there has not been a single police officer <br />sitting there. Basically it has caused nothing but disservice to the peace and quiet in front <br />of his home. People come to a slow stop with their loud music, and the young drivers are <br />spinning the tires, night and day. The only enforcement that he sees that will work is <br />when he is walking from his door to his car and there is a car going by. They see him and <br />they might stop at the stop sign. Perhaps the speed radar gun used by the neighbors <br />might be the answer. He said the stop sign was put in front of his house at that time on a <br />trial basis to see if it would work. He assured Council that it is not working and would <br />like to put in a request to review this situation to see if there is a possibility of removing it <br />or putting in a circle. At least with a circle there will not be people running the stop sign. <br />If they come to a circle they will have to slow down. It has not made any difference, but <br />it has affected his peace and quiet. He called the City about 18 months ago and asked <br />about the status of the sign. He was told that the sign was in the study process. He would <br />appreciate it if Council would take a strong look at this and do something about it. With <br />the Pumpkin Patch (Busch Property) project this is going to come up again. He does not <br />feel it is fair to him to pay this price for a trial situation. <br /> <br /> Ms. Michelotti asked if the stop sign were to be taken out, would one of the <br />calming circles work because it would slow drivers down? They would not stop, but it <br />would eliminate the noise. It was on a trial basis. She asked if he was asking for a <br />calming circle now. <br /> <br /> Mr. Ghorbani said he was asking for a calming circle if the stop sign is not going <br />to be removed. He thinks it is going to have a better effect if you have the circle there <br />rather than having the stop sign. He has children and he is concerned about the speeding. <br />There is an incorrect conception that people are going to make a stop, but it is not going <br />to happen, especially on that comer because there is no traffic. It is just there for the <br />concept that it is going to slow down the traffic, which it is not doing. <br /> <br /> Jeff Renholts, 7489 Aster Court, said people have been hearing for years how the <br />traffic is really bad at many of the major intersections and the City wants to get traffic <br />through town faster and faster. Now the City is going to go ahead and make the traffic go <br />slower and slower. He thinks the City is at loggerheads to txy to have drivers go slower <br />in the neighborhoods. This will get more traffic onto the collector streets and arterials. <br />Any of these proposals he has seen in staff reports seem to actually contribute to the <br />potential for worse traffic than better traffic. This is especially true in some of the areas <br />called "chokers" where there are two lanes that come down to one lane. At some point <br />people try to zoom ahead to get ahead of the other drivers. West Las Positas at the <br />approach to the 1-680 overpass is a good example of it happening right now. Traffic <br />circles that are landscaped like parks are an attraction for kids. Sooner or later the kids in <br />the neighborhoods are going to use them as parks. Sooner or later someone is going to <br />come through there, possibly with a very large vehicle, and not negotiate the traffic <br />circle. A big accident will occur and then people will respond by saying that they do not <br />want the traffic circles because they have caused accidents.
