She felt there has to be some value in calming or slowing <br />down traffic. It is similar to ramp metering on the freeways. When Caltrans says, "Okay, <br />we will turn the lights on," the drivers say no. <br /> <br /> Mr. van Gelder said he would interpret many of the questionnaires to be telling <br />the Council they are not through yet. Residents want more calming devices, rather than <br />taking them out. It would be an excellent question to ask. <br /> <br />Ms. Ayala felt residents don't want to pay for it. <br /> <br />Mr. van G-elder said this is true. <br /> <br /> Ms. Dennis felt the program was a success in terms of its' being a demonstration <br />proje~lt because the City learned a lot. The City learned how much the traffic circles <br />really do slow people down. For neighborhoods that are coming to us saying they need a <br />solution, this information is useful. Depending on how committed a neighborhood is to a <br />specific improvement; at least their expectations will be realistic. The problem is always <br />worse if residents don't have to pay for the solution. She thinks the program was a <br />suece~s and thinks the City can go to people and say we have things that you can do. It <br />involves varying cost to residents, depending on the overall community benefit. She <br />thinks this is an excellent outcome for the demonstration project. The City can take the <br />toolbox to the residents in the future and say, "Here are tools that we have tried, here are <br />the results that you can expect and you decide what it is you would like to do." We have <br />information for the residents so that they will have realistic expectations. <br /> <br /> Ms. Ayala said that by accepting this report the Council is saying that it worked. <br />She felt this questionnaire will be put in the circular file and no one will ever see that part <br />of it. The whole concern <br />of the neighborhood was the speeding in the whole area. As he drives around, he sees <br />that it has not made a whole lot of difference as far as calming the speed.
