Ms. Ayala asked about the statement in the report that said they were successful; <br />the question reads, "I think that the devices installed are beneficial in addressing the <br />problems experienced in our neighborhood." She said she circled those that agree, the <br />first two, 45%; and those that disagree, the last two, 51%. <br /> <br /> Mr. van Gelder said there were questions on each individual circle and the overall <br />one. In round terms, there are about as many people who thought it was useful as those <br />who did not. <br /> <br /> Ms. Ayala said she would agree on that on almost all of the questions except for a <br />few. <br /> <br /> Mr. van Gelder said what they are hearing in the phone calls is that they did not <br />solve the problem. He said he viewed it as having a calming effect at the circle, which is <br />probably positive and good and the neighbors would agree with this; but as soon as you <br />go a block north of the circle, the impression is that they did not do any good. <br /> <br /> Mr. Ayala said she got calls from people in the Kamp Street area who have the <br />circles. She actually spent an hour right by the circle with some of the neighbors. The <br />pmbl~n was the children in the neighborhood and because of the circles the cars are <br />weaving over into where you would normally walk across the street. The neighbors and <br />she watched and felt it is more dangerous for the pedestrians. She saw cars going much <br />faster than 15 miles per hour. <br /> <br /> Mr. van Gelder said there is the same perception of speed around the normal <br />comers. If you are turning right, very rarely do you get a car that goes more than 15 <br />miles per hour around a typical residential comer. But if you talk with the citizens, their <br />perc~tion of how fast that car is going is much higher than 15 mph. He stated he would <br />be happy to meet with Ms. Ayala on the Corridor, just like he does with the neighborhood <br />speed watch and with the radar gun in hand and do some testing of these. <br /> <br /> Ms. Ayaia said she wanted to ask the rest of the Councilmembers to be sure to <br />look at the third paragraph. She wanted to talk about the radar, because this is where the <br />City is heading. If the speed watch approach fails, more drastic approaches such as photo <br />radar could be applied. She asked Mr. van Gelder if he was suggesting that at this time? <br /> <br />Mr. van Gelder said they were definitely not recommending that at this time. <br /> <br /> Ms. Ayala said if we continue down the path that we are going, the traffic circles <br />probably haven't helped a lot; or at least half the neighborhood feels that they have not <br />helped. <br /> <br /> Mr. van Gelder said that would be a fair statement.
