The rgll call vote was as follows: <br />AYES: Councilmembers- Ayala, Dennis, and Mayor Pico <br />NOES: Councilmember Michelotti <br />ABSENT: Councilmember Campbell <br />ABSTAIN: None <br /> <br />R2viqw of Mohr~ Traffic Calmhq[ Demonstration Project and approval of <br />Cltywk~ Ndghborhood Traflle Calmina Proarm (SR 01:175) <br /> <br />Bill van Gelder presented the staff report. <br /> <br /> Ms. Dennis asked about the skill-building factor involved with drivers learning <br />how to drive around the devices. <br /> <br /> Mr. van Gelder said that anytime speed studies are done, it is representative of <br />that segment of the time in which it was done; some of the speeds went down, and in <br />some rare instances, some of the speeds went up. The whole profile could be furnished, <br />if Council wished to see. He said people do learn to drive around the circles, but, as can <br />be seen in the photos, a driver cannot really drive around them too fast. This is the <br />perception of safety. Some of the comments: cars are being forced to drive around; they <br />are g~ting too close to the crosswalk and isn't that dangerous. Other complaints heard: <br />people are turning in front of the circle; isn't that dangerous. There are numerous cities <br />that have used this type of circle. Seattle probably has more per capita than anywhere <br />else in the world. They have not found any pedestrian accidents or any of the lei~ mm <br />accidents. It is primarily because most of the people going around the circle are in the 5- <br />15 mile per hour range. Therefore, you can stop very quickly and you are not going to <br />make a lef~ mm head on inW somebody coming your way. The bottom line is safety. <br /> <br /> Ms. Dennis said she felt that the upper end of the speed could be capped off on <br />what the street could handle. <br /> <br /> Ms. Ayala asked about the questionnaire that was attached to the Mohr-Martin <br />neighborhood. How many were returned? <br /> <br /> Mr. van Gdder said he would cheek, but a substantial return was experienced. It <br />is probably a representative sample. <br /> <br /> Ms. Ayala said percentages don't mean anything unless they have an idea of the <br />full picture.
