Mr. Lum said it is feasible east of Hopyard to extend the trail on the north side. <br />This is still an option that will be reviewed as a Trail Master Plan update. <br /> <br />Mr. Pica) asked how many residents would be upset if it went onto the north side. <br /> <br /> Mr. Lum said there are issues of greater expense because there are interceding <br />channels on the north side that would need to be bridged in order to provide continuity. <br />There are some other issues that may be looked at which will be part of this evaluation. <br /> <br /> Mr. Pico said there would be ample notice of the Trails Master Plan update. He <br />said the City tries to notice everyone. Anyone absolutely wanting to make sure they are <br />noticed directly, please let any staff member know and they will make sure that the <br />resident gets onto the noticing list. <br /> <br /> Ms. Michelotfi said this would most likely be brought back to City Council before <br />the end of the year. <br /> <br /> Mr. Lure said it was staff's intent to bring back to City Council the discussion the <br />Trails Master Plan update sometime before the end of the year. <br /> <br /> Ms. Michelotti asked if an announcement could be made at future Council <br />meeting before this item is on the agenda. <br /> <br /> Mr. Lum said that noticing is done at least ten days to two weeks prior to the <br />meeting. Certainly with this type of project, the City will endeavor to bold some kind of <br />neighborhood discussions as it relates to the Arroyo Mocho <br /> <br />Ms. Michelotti assured the audience that they would be kept updated on this item. <br /> <br /> Ms. Dennis had some concerns about the unpatrolled trail and asked if either Mr. <br />Lum or someone from the Police Depaxhnent could elaborate on the difference between <br />the responsibilities for patrolling an open public trail versus trespassing on Zone 7's <br />prop~ty, a private trail. She believes these issues could be solved. <br /> <br /> Tim Neal, Police Chief, said it is quite rare for police to enforce trespassing <br />violations in this area. It is very much as the previous speaker described, joggers do not <br />tend to prompt complaints. Although technically it is trespassing end is within the police <br />jurisdiction, they have responded to some complaints from Zone 7 over vandalism issues, <br />but these are quite rare. Some graffiti problems have come up with the sound walls, <br />particularly along the 1-680 frontage, but trespassing complaints are few and far between. <br />In researching the situation, Chief Neal said that all problems associated with the canals, <br />the arroyo, all problems are few and far between. There have been ten reported incidents <br />in 17 years.
