Ms. Chrisman said she had spoken to IVtrs. Brozoski last week. Zone 7 said five gallons a <br />minute is what is required for household use. She agreed with that. Ms. Chrisman said the <br />Planning Commission recommendation was that if the well went below a certain level, then no <br />agricultural uses would occur. She agreed. <br /> <br />There being no further speakers, the public hearing was closed. <br /> <br />Mayor Pico asked staffto respond to the questions that had been raised by Mr. Brozoski. <br /> <br /> Mr. Swift indicated the Centex project would landscape along the south side of the loop <br />roM. Along the portion of the road parallel to the existing vineyard, either the existing trees will <br />stay or if they have to be removed to accommodate the road, then new trees and landscaping will <br />be installed along the trail. The road on the north side of the school is a little more problematic. <br />landscaping will be placed about fifty feet away from the road as part of the Delco project in a <br />setback maintained by their owners association. That is a 100 foot wide riparian corridor. <br />Landscaping on the north side of the road is currently on School District property and unless that <br />is dedicated to the City, it will be the responsibility of the District to landscape and maintain. <br /> <br /> Ms. Ayala felt it was in the City's best interest to take over the landscaping from the <br />School District, if it agreed. <br /> <br /> Mr. Swift replied that in preliminary discussions, the District indicated it did not want to <br />rrmintain the landscaping. If the street stays where it is today, he felt the. City would be offered <br />tl~ setback, and the City can design the landscape for the area. <br /> <br />Ms. Ayala inquired about the proposal to have sidewalks on both sides of the loop road. <br /> <br /> Mr. Swift said the final plan for drop-offs is part of the School District master plan. The <br />Specific Plan specifies sidewalks on the school side completely around the school site. The <br />Pl~nulng Commission added a requirement for a sidewalk adjacent to Lots 1, 4, 5 and the day <br />cate center site, because it felt some parents would park on that side of the road and there would <br />be a sidewalk so kids could walk to the comer to cross the street. There was no reason to have <br />the sidewalk extended all the way to the relocated Vineyard Avenue. There is no sidewalk <br />proposed for the northwest side of the northerly portion of the loop and no reason for a sidewalk <br />on the other side of the loop road because that is where the trail is located. From his discussions <br />with School Dishlct staff, he believed there was ample on-street parking as well as parking on <br />the school site. There is far more parking at this school than at older elementary schools. He <br />doubted that any of the areas outside the loop road would be used by parents to drop off children. <br />Obviously there will be times during the year, such as Back to School Night, when the people <br />will park along the streets, but this is a very low traffic street that serves few houses. <br /> <br /> Ms. Michelotti asked about sidewalks in the Apperson Ridge development. Considering <br />the size of the lots, she asked if Mr. Swift felt there would be much street parking.
