constructed must have access to the loop and are to be built on two acres. Besides that he
doesn't really care about condos on the Sportono Property or around the golf course; just
so they don't have access to the Happy Valley loop.

Mayor Pico said that there would be more heatings on the costs of the golf course
and the City plans. The only item on the present agenda is the resetting of the date for the
election for annexation, which is proposed to be set for October 11, 2001. He stated that
we are not really discussing the Happy Valley Area at this point in time. Council
welcomes all comments.

Jerry Wagner, 6344 Alisal Street, Pleasanton, stated that he currently resides in
the Happy Valley section of Pleasanton. In the April 14, 2001 issue of the "Valley
Times", headlines read that the City of Fremont would probably be building two golf
courses in Sunol. At the present time 14 golf courses exist in the Th-Valley area. Why
does Pleasanton need to have one more golf course in the area where a majority of the
residents prefer to be left alone without the addition of yet another golf course and the
traffic created by it? Do the people who live along Sycamore Road want 1100 cars a day
going by their homes and around those trees in the middle of the mad to get to the bypass
road? When he went to the first meeting after our moving to Happy Valley, he was told
the bypass road was going in. There would be no additional cars on Happy Valley Road
or Alisal Street and a minimum acreage for a home was to be 1 IA acres plus. When he
went to the second meeting on April 12, Mr. Lum was telling the people no bypass road
would be in, no estimate of when it would go in, and the traffic ofl 100 cars a day would
be running down Alisal Street and Happy Valley Road. If and when the bypass road ever
got in, the traffic would go down Sycamore to the bypass road. When asked about the
trees in the middle of Sycamore, Mr. Lum said that was to slow traffic down getting to
the golf course. Mr. Rasmussen said there would be only one home allowed on two acres
and how nice it would be for Happy Valley residents to be closer to their City
government, police protection, City offices, etc. Mr. Wagner said it was 1 lA acre per
house by Mr. Lum and now it is 2 acres by Mr. Rasmussen, and we are closer to City
offices than we are to county offices, as if it makes a difference. Even Mr. Lum and Mr.
Rasmussen cannot agree on the sales pitch. Most of the Happy Valley residents know
that the "so called" agreement Mr. Lum is working on is not worth the paper it is written
on. If the annexation goes through, the pro-development Council will change that
agreement, at will, to the same thing allowed on the property already annexed to
Pleasanton next to Sycamore Road - one house on 15000 square feet, or three house per
acre and no animals. Mr. Wagner said that Mr. Lure made a point at least a dozen times
saying the bypass road to the golf course would not be in by the time the golf course was
finished and probably would not be in for years to come and that the entrance to the golf
course would be at the intersection of Alisal and Happy Valley Road. So 1100 cars a day
would be traveling through the Happy Valley area. Happy Valley Road and Alisal Street
cannot handle that much traffic and be livable for the people of the Happy Valley area.

Mayor Pico asked Mr. Wagner to sum up his comments and there would be ample
time in the future to talk about these issues. He restated that all that is being done tonight
is setting the date for the election.

Pleasanton City Council 3 04/17/01
Minutes
