He said that the North Sycamore <br />Specific Plan was a good compromise that the councilmembers improved. One of the <br />main problems the residents brought up was how likely was it that the Plan could change. <br />Matt Campbell has shown the community that it is very likely that it could be changed. <br />Many of the residents think that a mere whim of the Council can alter the basic concepts <br />of rural preservation. His current thought is that an SSP must be modified as follows: (1) <br />any changes to it be made with a super majority; and (2) the bypass road completion must <br />include a date even though it might be the year 2006 or 2007.
