little closer to the "big brother" concept because there is nobody present while that is <br />videotaping. <br /> <br /> Ms. Michelotti stated that what we are implementing is not designed as <br />surveillance as far as speed goes. It just determines whether someone, when the red light <br />went on, entered the intersection. She feels very strongly about not having too many <br />controls. She is weighing this against the safety factor and that someone is entering an <br />intersection when the light is red which is a violation. <br /> <br /> Ms. Dennis said that looking at this sheet full of accidents that are caused by <br />people running red lights, it is not only the right of the person who is running the red light <br />not to be observed by a camera. That actually doesn't concern her anywhere near as <br />much as the injury accidents that are caused by people who are not observing the traffic <br />signal and are taking advantage of the fact that it is a difficult intersection to have <br />traditional enforcement at, and there is a habit building up with people not paying <br />attention to the light. If we were to do a baseline we would probably find that the same <br />people are doing it over and over again just because it is a habit. She feels responsible to <br />people in the future who might be impacted by this particular violation. Even if you just <br />have the red light hold, you are just enabling the violator without calling attention to the <br />fact that they are really doing something that endangers others. The procedure only takes <br />the pictures of the people who enter the intersection when they shouldn't. The statistics <br />that we have on this make this an unusual intersection that really merits an extra <br />enforcement that is difficult for us to have by traditional means. <br /> <br /> Mayor Pict asked if there were any other comments. He thought that we are a <br />society of governing laws and that we have to enforce the laws and he does not feel that <br />he is going to violate someone's personal freedom to mn any red light that they like and <br />to put the others at risk.
