Ms. Michelotti asked if we vote to get this implemented she would expect that
there is some feedback from the Police Department in the future as to what is being done.
She believed that Ms. McKeehan's point is well taken and that if we go into this with the
idea that the whole objective is to make the safety factor better, that's why we are doing
this rather than trying to meet a bill or trying to make money. Our Police Depa~h~,ent is
the one who has control over whether the citation is issued.

Mr. Van Gelder said there have been several joint meetings with the supplier and
the police and one of the key components in the program is public information.
Pleasanton would hope to do a lot of that to begin with, especially early in the program
while it is being implemented. There are a lot of good programs to get that kind of
message out to the public that we are not doing this for revenue; we are doing it purely
for safety in this location.

Ms. Michelotti asked about the violators coming over the ramp, going the
opposite way; isn't there problem in that direction also? She is talking about the
northbound off ramp heading towards Hopyard. She has seen a couple of accidents there.
Is the accident rate more on the Foothill side of the intersection?

Mr. Van Gelder said it is pretty much a volume situation where roughly ¼ of us
leave town to go to work to the west on 580; another ¼ go north on 680. Comparing the
Stoneridge northbound, there are relatively few accidents there. The City has worked out
the problem at Hopyard and the westbound off ramp in conjunction with Dublin,
increasing the number of signals and the clearance interval pretty well reduced that
problem. This has not worked at the location discussed in the staff report.

Ms. Dennis asked what the current fine is for nmning a red light.

Mr. Van Gelder said it is $271. It will remain the same amount. It has been
discussed with the court and court personnel indicated that they could work with the
program.

Ms. Ayala asked what was the actual cost of the equipment if the City were to
purchase it.

Mr. Van Gelder said it was approximately $150,000 which would be the
equipment on Pleasanton streets, not the equipment in City offices that are used to turn
the video images into citations and process them. He assured the Council that between
Public Works and the Law Department, we would assure there are not any excess profits
in the contract.

Ms. Ayala asked if we only used the company's figures to come to this minimum.

Mr. Van Gelder said the biggest variable is how many citations will there be.
Both parties started form a nebulous estimate. There is a break-even point of one citation
per day in round terms. We are looking at (1) can we assure the City that we don't have a

Pleasanton City Council 18 04/17/01
Minutes
