We don't want either to happen. <br /> <br /> Ms. Ayala said that we have no baseline number. The only numbers that we have <br />are those supplied by the company. <br /> <br /> Mr. Van Gelder said we could write a contract that says when it is minimum or <br />less than minimum, here is what happens. If it is mid-range, here is the nature of the <br />contract. Instead of a three year contract, maybe we are looking at being able to reduce <br />that to a year and one-half, or if it is in the high range, maybe even less than that. <br /> <br />Ms. Ayala said that would make her more comfortable. <br /> <br /> Ms. McKeehan said that for a better comfort level we will make sure the City <br />Financial Director is absolutely comfortable as we deal with the final calculation of this <br />and which is the better method financially as well as for the operation of the system. We <br />will make sure that occurs. <br /> <br /> Mr. Pico said that part of the staffrecommendation says that we will authorize the <br />City Manager to enter into the contract. There is no detailed contract that has been <br />submitted. <br /> <br /> Mr. Van Gelder said there is a draft contract prepared but it has not been run by <br />the Finance Director or the Law Department. <br /> <br /> Mr. Pico asked if it would be appropriate that if Council takes action tonight that <br />the contract come back for final approval. <br /> <br />Mr. Van Gelder said that it could be done either way. <br /> <br /> Ms. McKeehan said that could certainly be done, but she felt that we have heard <br />the concerns and it may be much more expedient for the Council calendar to take those <br />concems into consideration. The recommendation would change slightly this evening, <br />but that Council would authorize the City Manager to approve the contract that meets the <br />needs that you have identified. <br /> <br /> Mr. Paul Phibbs, 3202 Royalton, said he has been a Pleasanton resident since <br />1972. He said that he had previously managed two chambers of commerce, in Texas and <br />Colorado. He would like to present a very strong protest against the establishment of any <br />type of electronic surveillance system with the stated intention of identifying and <br />ticketing violators of Pleasanton. His reasons for his objections are based on his concern <br />for a rapid growth he sees in our society of governmental systems that by their very <br />nature diminish personal freedoms. Govemment systems built around services that <br />promise greater safety, security, economic betterment, and general easiness in the <br />conduct of our daily activities are really very seductive as is this proposal.
