Ms. Dennis said she felt that running red lights was a habit that people get into <br />and it is probably enforcement will change people's habits. <br /> <br /> Ms. Michelotti asked, "Once this is implemented, when someone enters on a <br />yellow light, is that considered a violation?" <br /> <br /> Mr. Van Gelder said no. It is only when the motorist is entering on the red and <br />there is a certain degree of discretion of whether it is just pink or really red. When you <br />have the video, as compared with the stills, the officer reviewing the citation can see how <br />red the light is. <br /> <br /> Ms. Michelotti said that she felt that the hold feature is one of the greatest <br />advantages of this, to prevent accidents. <br /> <br />Mr. Van Gelder agreed that this is a very good feature. <br /> <br />Ms. Ayala asked if this has anything to do with speeding. <br /> <br /> Mr. Van Gelder said if you are speeding you might be more likely to run a red <br />light. He has looked at various devices for speeding enforcement, but that is not the kind <br />of community we want to be. In our neighborhoods, where we are doing neighborhood <br />calming, there are not injury accidents piling up at the same location day after day. This <br />isn't a speed deterrent program. <br /> <br /> Ms. Ayala said she understood that the tickets would only be issued for running a <br />red light. <br /> <br />Mr. Van Gelder said that is correct. <br /> <br /> Ms. Ayala asked about the cost factor and that she understood that the City is not <br />trying to make money on this, but somebody is. She knew there is a minimum citation <br />fee per month, which would mean that at least one citation per day would have to be <br />issued in order for us to meet that minimum citation fee. <br /> <br /> Mr. Van Gelder said that is the order of magnitude and if a person stands at that <br />intersection and watch the number of people running the red light, the City doesn't think <br />that this is going to be a problem at all. The dynamic is the hardware. Were we to <br />purchase it outright and install it, it would be roughly $75,000 per approach. If we were <br />doing one lane of Stoneridge, that is $75,000; two lanes is $150,000. Nestor Systems has <br />to amortize that and it wants to enter into a contract to insure that over a three or five year <br />period the equipment would be amortized, plus the processing cost. <br /> <br /> Ms. Ayala asked at how the dollar amount was arrived at to calculate this <br />particular citation fee.
