Ms. Michelotti encouraged this group to get the meeting dates and times of the
Bernal Task Force and to go to them, as well as to the Housing Commission, because the
prices of housing in Pleasanton is astronomical right now. A developer who goes in to
buy a piece of property, even something that is zoned housing, and then to get affordable
housing implemented into that, is difficult at best, when the community is saying, "We
want lower density." In order to get affordable housing you have to give density
bonuses, you have to increase the density in order for that to occur. We have an
opportunity and she encouraged everyone to become active and advocate his or her
views. Many times there are people coming to council meetings, saying, "Absolutely not
- do not build that." Plans for medium density housing on a piece of property in
Pleasanton right now is being reduced to the very minimum because development plan on
the site was set aside by the voters and because the community is saying "no - we do not
want anything less than $1 million homes here." There are two dynamic forces going
against each other. She suggested the group or a representative go directly to where it is
happening. There is land value at $0 on the Bemal Property. The Pedro's site cost
several million dollars. The question then becomes where can we best leverage our
dollars.

There was a recess called at 8:35 p.m.

The meeting reconvened at 8:45 p.m.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Award of Contract for Installation of Red Light Photo Enforcement at Stoneridge
Drive and 1-680 Southbound Off-Ramp (I-580/I-680 Transit Enhancement Project
No. 005018) (SR 01:092)

Bill Van Gelder presented the staff report.

Ms. Dennis recalled Mr. Van Gelder saying in his report that there was a
reduction of accident rates, but it is her impression from the description of the system that
if red light runners caused the accidents, then those would be eliminated by the control of
the light.

Mr. Van Gelder said this is a unique feature of this system. Various cities near
here have done what is called the "wet film" system of 35 mm type camera. They have,
without extending the clearance period, experienced a 30% to 50% reduction. Pleasanton
would hope to get more than that. We hope that there would be spin offbenefits to other
areas in town because we plan to install warning signs to deter the potential violators.
The signs would say "Photo Enforcement Intersection" and we hope we would get
benefits without issuing citations.

Pleasanton City Council 15 04/17/01
Minutes
