Ms. McKeehan indicated staff had been discussing this bill and planned to present
it to Council at one of its next two meetings.

Mayor Pico indicated Council had taken a strong position in the past in support of
the concept of this bill.

Judy Symcox, 1450 Groth Circle, reiterated her support of additional power
plants. She then indicated her desire to have more clarification with regard to the
definition of affordable housing. She wanted it clear whether a project was "affordable"
or included some kind of government subsidy. She did not think people would be as
supportive of affordable housing if they knew it was subsidized housing. She felt
affordable housing could be purchased by anyone, while subsidized housing was limited
to only certain people. She referred to the material written by Peter MacDonald
regarding inclusionary housing in Pleasanton.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 4t
Council review and approval of draft priorities for 2001. (SR 01:086)

Deborah McKeehan presented the staff report.

Mayor Pico suggested that once the priorities are approved, that the list be put on
the City's website for public review.

Jim Jordan, 7882 Marigold Court, felt the citizens of the community would be
overwhelmed if the priorities list were on the website. He felt it should be whittled down
to what can be managed during a year. Some things on the list were there in the 1970's.
He wanted reasonable goals and for Council to make some decisions. His suggestions for
the list were: 1) the Bemal property, including a transit village with the ACE train station,
high-density senior housing, conference and cultural arts centers, sports field and new
city government facilities consisting of a city hall, police station, and library; 2) Traffic
circulation plan including Stoneridge Drive extension to E1 Charro and no Las Positas
Interchange; 3) energy plans, both short and long-term; 4) golf course in Happy Valley;
5) flood control plan; 6) emergency preparedness plan update for floods, earthquakes and
rolling blackouts; 7) a completed senior assisted living proposal; and 8) senior and child
daycare.

Ms. Ayala asked what items were on the list in the seventies?

Mr. Jordan said the Bernal property, the West Las Positas Interchange, the
Stoneridge Drive extension, senior and child care.

Pleasanton City Council 6 04/03/01
Minutes
