Valerie Hurst, 3593 Arbor Court, indicated she is a member of an ad hoc group <br />advocating for completion of the trails in the Tri-Vailey and to close gaps in the existing <br />trail system so there will be a continuous route. She referred to the potential for gridlock <br />on the freeways and believed that will impact city streets. She felt the trails would give <br />an alternate way to get around. In addition, with the inclusion ora 35 acre sports park on <br />the Bemal property, the trails would provide a safe way for children to get there without <br />having to deal with traffic. She also asked for no right tums on red lights in this area, so <br />the kids would be safer at the street comers. <br /> <br /> Ms. Michelotti indicated that staffwill soon be preparing an inventory of the <br />current trail system, which is necessary before any new trail construction is contemplated. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, presented his concerns about the process <br />used for determining Council's priorities. He suggested limiting each Councilmember to <br />100 points, which would be spread among the projects in any combination. He also <br />believed there should be a cost associated with each project, which includes the dollar <br />amount as well as the staff time required. He was concerned about the staff being <br />overloaded. When the projects are presented at public hearings, he wanted a cost/benefit <br />analysis for each one. <br /> <br /> Ms. McKeehan explained that city government is different than most businesses. <br />There are ten departments among which the projects are spread. Even though there are <br />many projects listed as Highest Priority, those are spread among many people and <br />depathnents. A scope of work is prepared, which helps determine exactly what can be <br />accomplished. She referred to the comment that some projects have been around since <br />the 1970's. She said that because of the nature of some projects, it is impossible to <br />accomplish them in only one year. An example is the golf course. Staff completed its <br />work two years ago, but has been waiting for input from other government agencies. She <br />said there is an even longer list of projects that have been accomplished in the last five <br />years. This process helps to focus the work for the next few years. It is a continuing <br />process and is refined every year. She said it is not as unmanageable as it might seem. <br /> <br /> Erlene DeMarcus, 4542 Molar Avenue, representing Supervisor Haggerty, <br />commended Council for making the ACE train station a priority. Supervisor Haggerty <br />looks forward to working with Council on this project. <br /> <br /> Ms. Ayaia indicated all department heads are at the priorities workshop and hear <br />the discussion among the Council regarding the various projects. She was very proud of <br />how Pleasanton is managed. These projects on the priorities list are over and above the <br />everyday running of the City. She said staffdoes a very good job. <br /> <br /> Ms. Dennis further explained that Council does know the number of staffhours <br />available as well as the costs. She was pleased more members of the public are attending <br />the priorities workshop and providing their input.
