Bruce Fiedler, Pleasanton Gardens, complimented Council on its commitment to
maintain high quality, affordable housing for persons of low and extremely low income.
The Depashnent of Housing and Urban Development estimates that it costs $93,000 to
building a 600 square foot single story unit and $98,000 if an elevator is required. It is
much more expensive in Pleasanton due to land prices. He described how the funds for
Pleasanton Gardens would be spent. He invited Council and staff to visit the facilities
and said at this time of year the grounds are particularly festive.

It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No.
01-030, approving the allocation of federal and city funds relative to the Community
Development Block Grant (CDBG) Program for fiscal year 2001.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Dennis, and Mayor Pico
NOES: None
ABSENT: Councilmember Michelotti
ABSTAIN: None

Item 6d
Review and Approval of Master Plan for Bernal Neighborhood Park, Greenbriar
Homes, Bernal Investors, LLC. (SR 01:078)

James W. Wolfe presented the staffreport.

Mayor Pico invited public testimony.

Michael Harlan, Crreenbriar Homes, 7901 Stoneridge Drive, Suite 504, indicated
the design was a result of working with staff, the Parks and Recreation Commission, and
Greenbriar's consultant architect. He explained that the development agreement imposed
a $650,000 limit on the amount Greenbriar is required to pay for the park improvements.
The proposed design is $150,000 over that budget. He pointed out there are additional
park funds that will be paid by Greenbriar in the sum of $1.8 million. He believed those
future park fees were being reserved by the Parks and Recreation Commission for the
fifty acre community park and other facilities. The City will decide what is the most
appropriate use for the funds. He then reviewed the design of the proposed neighborhood
park.

Ms. Ayala asked what would be the size and cost of the houses that would be
situated around the proposed park.

Mr. Harlan indicated most houses would be on 6,000 square foot lots and in a
price range of high $600,000's to low $800,000's. To the westerly edge of the park the
homes will be in the range of high $800,000's to low millions. The square footage of the
houses range from 3,500 to 4,500.

Pleasanton City Council 20 04/03/01
Minutes
