He also felt there was a lot of space on the Fairgrounds that could be paved for parking. <br />He was concerned that if parking is restricted along the east side of the Fairgrounds and <br />the gate is not unlocked, there will be more neighborhood parking problems. <br /> <br /> Mr. van Gelder said there would be no restrictions on the east side of the <br />Fairgrounds. <br /> <br /> June Blanchette, 393 West Angela, said many neighbors would be here, but <br />several have medical problems. She said she had pages and pages of signatures and the <br />neighbors are distressed over their neighborhood being used as a parking lot for <br />downtown, the Fair and the ACE station. She did not think the current site was a good <br />location for the station and it would never be one that Pleasanton can be proud of. She <br />supported the station on the Bernal property. She hoped Council would approve permit <br />parking. She felt the quality of their life is impaired because they can't park in front of <br />their houses. There are also children playing in the streets in the neighborhood. She <br />urged Council to approve permit parking and to move the ACE station to Bernal. <br /> <br /> Allen Aldridge, 381 Rose Avenue, indicated he also owns several properties in <br />the downtown area and his properties are impacted by all the things in the staff report. <br />He has residential units behind his commercial building. His tenants are prisoners during <br />downtown events. He believed they need to limit the events or move some of them to <br />Hacienda Business Park. He objected to Mr. Pickering being on the Bemal property task <br />force. The Fair is only two weeks a year, and should not be tied in with the rest of this. <br />He felt the residents needed permit parking now. He hears discussion about how to add <br />more trains and the need for more parking, but people ought to be talking about a new <br />location for the station.. He did not think it would happen on the Bernai property. He <br />suggested near the gravel pits between Pleasanton and Sunol. He supported the stop <br />signs and the other staff recommendations. <br /> <br />There were no further speakers. <br /> <br /> It was moved by Ms. Dennis, seconded by Ms. Michelotti, to approve staff <br />recommendations as follows: 1) for the two-week Alameda County Fair period, <br />deny the request for a Residential Permit Parking Zone on Augustine Street, and <br />reaffirm the current approach for restricting parking, including the expansion of <br />restricted parking on St. Marys Street from the Union Pacific Railroad to Division <br />Street; 2) direct staff to develop a Residential Permit Parking Program to address <br />ACE train parking overflow onto the adjacent neighborhood; 3) approve the <br />opening of the West Angela Street gate from the ACE parking lot, with the <br />condition that it be closed again ff there are significant adverse impacts to the <br />neighborhood; 4) direct the Staff Traffic Committee to review STOP sign warrants <br />for the intersections of West Angela and Augustine Streets and West Angela Street <br />and Peters Avenue; 5) direct staff to work with ACE and Alameda County to <br />develop an ACE Station relocation concept plan for consideration by the Bernal <br />Property Task Force; 6) direct staff to work with the Alameda County Fair to <br />review parking practices and opportunities to lessen impacts on residential areas <br /> <br />Pleasanton City Council 25 03/20/01 <br />Minutes <br /> <br /> <br />
