from Fair events; 7) direct staff to further review special Downtown event traffic
control plans to mitigate impacts on the residential neighborhood; and to adopt
Resolution No. 01-022, establishing two hour parking on Pleasanton Avenue on the
west side north of the Fairgrounds main entrance two parking stalls.

The roll call vote was as follows:
AYES: Councilmembers -Ayala, Campbell, Dennis, Michelotti, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN None

Item 6e
Approval of AT&T Franchise Agreement and Introduction of Cable Franchise
Ordinance. (SR 01:064)

Nelson Fialho presented the staff report.

Ms. Michelotti referred to the public access channel moving and asked if that
applied to the Chamber of Commeme and other community events programming.

Mr. Fialho said all AT&T generated programming will appear on a separate
channel. However, there is an agreement with AT&T and CTV that when Jim Burke
televises local events, AT&T will loan the videos to be aired on CTV (Channels 28, 29
and 30).

Ms. Michelotti clarified that people will still be able to see hometown events.

Ms. Dennis felt the deal points were very good for the community, however she
had some problems with the customer service provisions of the ordinance. She suggested
changes to address problems for the analog customers. For example, on page ten,
regarding violations of customer service agreements, basically all violations are counted
as one if they occur simultaneously. She felt customer service violations don't usually
occur simultaneously and they should be counted one at a time.

Mayor Pico clarified that if there was a line down and it interrupts customer
service then that would be one violation even though 50 customers were affected. He did
not agree with the suggestion of Ms. Dennis and did not feel that strengthens the
agreement.

Ms. Dennis felt there are problems with responses to problems that only affect
individual homes and those should be counted individually. She agreed if there was a
general outage, that would be one event.

Ms. Ayala felt that is what the ordinance includes.

Pleasanton City Council 26 03/20/01
Minutes
