this bridge. She complained about the noise from this intersection and asked Council to <br />proceed with installation of the rubberized asphalt on Vineyard, not just on Bemal. She <br />also expressed concern about ingress and egress from the driveway at the Smoketree <br />Commons condominiums. She also expressed concern about the noise impact on the <br />mobilehome park. <br /> <br /> Mr. Lum indicated this project includes application of the rubberized asphalt <br />when the street is widened. There is a four or five decibel reduction in noise when the <br />rubberized asphalt is used. He suggested a review of the traffic signal timing with Ms. <br />Conte to address her concerns. <br /> <br />Ms. Ayala felt the traffic signals could assist with a reduction of the noise level. <br /> <br /> Debbie Smith, 7800 Flagstone Drive, indicated she is also a horse owner and a <br />member of the Alameda County Equestrian Society and supporting building the bridge so <br />it can accommodate a multi-use trail under the bridge. The clearance should be no less <br />than seven and a half feet, but twelve feet would be ideal. <br /> <br /> David Lunn, 1384 Anza Way, Livermore, thanked Council for incorporating a <br />trail into this bridge project. He believed a trail needed to be included at the beginning of <br />the construction project. He was involved in the Master Trails Program and many of the <br />designated trails are still being working on. He pointed out that trails need to be in place <br />before development happens around them. <br /> <br />Ms. Michelotti asked if this trail connected to Shadow Cliffs? <br /> <br /> Mr. Lunn said there is a well-worn path now that has gates. One can walk or ride <br />a bike that way, but one cannot drive on the trail. He also indicated he was impressed <br />with the trail along Vineyard, which can also tie in with the rear portion of Shadow <br />Cliffs. He thanked Council for its support of trails. <br /> <br /> Jennifer Hosterman, 2922 Chardonnay Drive, indicated her belief that traffic in <br />her neighborhood is a nightmare and has gotten worse over the last couple of years. She <br />complained of speeding traffic between Bemal and Vineyard and on Vineyard towards <br />Ruby Hill. She said there was a traffic calming program on her street which helped, but <br />that just moved the traffic to the neighborhood across in California Glen. She felt this <br />issue needed to be viewed from a philosophical standpoint. When the General Plan was <br />reviewed, it was determined to be necessary to widen certain streets through town to <br />allow for better circulation. However, what that has done is to allow for an increase in <br />cut-through traffic from 1-580 to 1-680. She felt this was serving the cut-through traffic <br />better than the needs of the community.
