is a Zone 7 access road under the bridge that has been eroded over time. That portion of
the trail is on the City's trails master plan, but is not part of this construction project. The
emphasis for trail development at this time is toward the Alamo Canal or Arroyo de la
Laguna, which is extending north to connect to Dublin. The other portion being dealt
with is at the Arroyo Mocho from west to east at Santa Rita.

Mayor Pico asked if the project were designed to accommodate access from City
streets to future trails?

Mr. Lum said there is access now on the east side as well as near the new fire
station.

Mayor Pico asked if the bridge could be designed to have a positive impact on the
ability to build a future trail.

Mr. Lum said the clearance and access to the trail is maintained with this project.
The access road under the bridge is now a loosely graveled trail that is somewhat eroded.
It would be a somewhat significant project from a trail standpoint to upgrade that trail for
the use of the general public. There would be issues with property owners downstream as
well. The bridge project accommodates a future trail project, but doesn't necessarily
further it at this time.

Ms. Dennis asked if the plans and design of the bridge would come back to
Council for approval.

Mr. Lum agreed the design would be before Council and, given the interest in the
community, staff will investigate what can be done regarding the trail.

Mayor Pico felt this project could be a catalyst for having the trail happen.

Mr. Campbell asked what was the purpose for widening the bridge and road; is it
for improved traffic flow?

Mr. Lum said yes. This is one of the more significant congestion points in town.
In addition, there is a new fire station being constructed near here and this will provide
better access to the fire vehicles. When traffic is backed up at this intersection, there
could be a public safety issue without the mad widening.

Mr. Campbell asked about the stop sign at Vineyard and Bemal Avenue.

Mr. Lum replied that a traffic signal would be installed there.

Mayor Pico declared the public hearing open.

Dana Conte, 3374 Smoketree Commons Drive, indicated she is a horse owner and
asked Council to make certain there is enough clearance for her to ride her horse under

Pleasanton City Council 13 02/20/01
Minutes
