at the developer's expense. This is a beautiful project and she felt the fence would add to
it.
It was moved by Ms. Ayala, seconded by Ms. Michelotti, to include a berm as
high as possible that is aesthetically pleasing but that still provides screening, with
trees on the berm; and to include a wrought iron fence with the height and location
to be determined by the Planning Director.

Ms. Dennis wanted to make certain the soil in the berm can support the trees that
would be planted.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

It was moved by Ms. Ayala, seconded by Mayor Pico, to require the
applicant to pay the entire cost of a four-foot high fence.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Michelotti, and Mayor Pico
NOES: Councilmembers - Campbell and Dennis
ABSENT: None
ABSTA1N None

Ms. Dennis referred to the fence at Val Vista Park and was surprised that the City
did not pay for the entire cost of it.

Ms. McKeehan indicated the City planned to build and pay for a fence in a
different location than the existing fence. The neighbors wanted the fence in the same
place and of a better quality and a compromise was reached to share the cost.

Mr. Campbell did not think the developer should have to pay for an existing City
fence. If a condition is approved requiring a different fence, then he thought it was fair
that the City pay for half of it.

Mayor Pico indicated there are times when developers are asked to go above and
beyond normal requirements to meet the needs of the neighbors.

Mr. Campbell felt the developer had gone above and beyond by planting so many
additional trees to make this site more valuable.

It was moved by Mayor Pico, seconded by Ms. Ayala, to add a condition
regarding a study of adding alternative energy options and to add them to the
building when it is constructed.

Pleasanton City Council 11 02/20/01
Minutes
