Mayor Pico indicated the city will continue to work with the District to create the
best school system possible, however, it cannot guarantee that there will be 300
residential units a year.

Mr. Roush said the representation has always been that there is an assumption of
300 units per year, but there has never been a guarantee.

Ms. Ayala believed that with the approval of the San Francisco project, there is
certainty for the next couple of years.

Mayor Pico agreed there is a certain level of comfort that the units will be built,
but he did not want the District to assume there was a guarantee.

Ms. Michelotti elaborated that the Liaison Committee and staff members had
reviewed the projections, growth management allocations, development agreements, etc.
and felt they could confidently project 300 units so the District would have confidence in
the projected cash flow.

Ms. McGovem said the District facilities plan is based on the city's growth.

Ms. Ayala indicated she had served on the committee for four years and she is
confident that before the process is over, she will have all of her questions answered. She
thanked Ms. McGovern for all her assistance and that of her staff.

Ms. Dennis also thanked Ms. McGovem and was happy the District is confident
that what is in the City's plan is good for the District. It is important for the community
to hear that.

Mary Roberts, 1666 Vineyard, echoed the statements of Matt Sullivan regarding
the energy situation. She congratulated Council, the School Board and the developers for
the cooperation to reach this agreement. She specially thanked the city staff for their
work. She asked that the Points of Agreement be amended to add wording to include
staff participation in the design and layout for Neal Elementary School. She quoted from
the Vineyard Corridor Specific Plan, which required input from the city staff regarding
parking and traffic circulation, etc. This has not occurred and she felt some things had
been overlooked. For instance, the architectural and landscape design of the school
should be consistent with the character of the outlying homes in the Vineyard Villages.
She hoped the new school will be different than the stark cubes at other schools, like on
Mohr Avenue. The residents of the corridor are particularly concerned about the traffic
and circulation around Neal School and felt city staff assistance would be valuable.

Ms. Michelotti felt the sentence Ms. Roberts had referred to was written to insure
that the cost of the school did not exceed $8.5 million. She believed staff had been
working with the District throughout this process and asked for clarification.

Pleasanton City Council 6 02/06/01
Minutes
