Mr. Swirl indicated city staffwill be heavily involved in reviewing the road <br />around the school site. The actual design of the school itself is by state statute given to <br />the School District and not the City. Staff would not review those designs. The District <br />has worked cooperatively with the City with respect to the circulation and parking for <br />other schools and he anticipates that will continue for Neal School. <br /> <br /> Mr. Roush felt that if Council wanted to formalize staffparticipation, he <br />recommended that be part of the final agreements that will come back to Council. He did <br />not want to modify the Points of Agreement, since it had already been approved by the <br />District and various developers. <br /> <br /> It was moved by Ms. Micheiotti, seconded by Ms. Dennis, to concur that the <br />revised Points of Agreement concerning school impact fees and school facilities are <br />acceptable and direct staff to bring back an amendment to the Cooperative Fee <br />Agreement to implement the revised Points of Agreement. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Ayala agreed the staffreview of design should be included in the final <br />documents. She appreciated the cooperation of the District to this point. A large part of <br />the infrastructure in the Vineyard area concerns the realignment of Vineyard Avenue and <br />she felt that would take care of Ms. Roberts' concerns. She was adamant that the <br />infrastructure including realignment of the road and sewer and water are completed in <br />conjunction with the school construction. <br /> <br /> Mr. Campbell asked if Ms. Ayala wanted staff involved in the design of the <br />school or with the infrastructure. <br /> <br /> Ms. Ayala clarified that the design of the school has always been in the District's <br />purview, and she was certain Signature Properties will build a beautiful school that fits in <br />with the Ruby Hill area. She felt everyone was cooperating beautifully and felt that will <br />continue so the school can be opened in the fall of 2002 with all necessary infrastructure. <br /> <br /> Ms. Michelotti also believed the City will work with the Vineyard Corridor <br />developers to see that the infrastructure is completed in a timely fashion. She did not <br />believe it was necessary to mandate further cooperation. She felt this was a historic <br />moment when the District, the City and the development community have worked <br />cooperatively to reach agreement to provide a means to build a school in a timely fashion <br />and she was confident the infrastructure would be there. The developers are paying more <br />than they are required to so the children can have excellent facilities. State law mandates <br />$2.00 per square foot and they have agreed to pay $6.50.
