Mr. Roush replied that it had unanimously approved it.

Ms. Michelotti inquired about the participation of Standard Pacific.

Mr. Roush said it has signed the Points of Agreement, but has not made an offer
of dedication to the School District; however discussions are ongoing.

Ms. Michelotti asked about the proportion between Signature Properties and
Standard Pacific.

Mr. Roush believed it was about 80% from Signature and 20% from Standard
Pacific.

Ms. Ayala asked if the final contract will come back to Council for approval.

Mr. Roush said it would. The action to be taken at this meeting would direct staff
to continue to work with the Cooperative Fee developers and the School Board staff to
develop the precise amendments to the Cooperative Fee Agreement.

Ms. Ayala referred to the reimbursement and revenue portions of the agreement.
She stated the City has donated money for gymnasiums at Harvest Park and Hart Middle
School. She wanted to make certain the City's contributions are not counted towards
revenue.

Mayor Pico invited speakers on the issue.

Cindy McGovem, 9206 Longview Drive, President of the Pleasanton School
Board, expressed her pride in the youth of the community as demonstrated by the football
players and the Youth Commissioner at tonight's meeting. She appreciated working with
Councilmembers Michelotti and Ayala, city staff and the development community to get
a solution to how to do what is necessary for school facilities. She believes the two
agreements really address the needs. The other goal was to insure that the District's
general fund was not affected by the agreement. She said the District is counting on the
city to build 300 residential units for the next four years. The District is continuing to
work with Ponderosa Homes to get an option for a forty acre site. At a future Liaison
Committee meeting, the District will propose that the Committee continue to review
enrollments and building permits to compare growth and enrollment and then review
repayment of the debts to the Neal School developers, the Vineyard Corridor
infrastructure and the moneys that are coming. She believed all that information can then
be reviewed at a joint meeting of the District and Council and have public discussion.
She again thanked everyone involved in the current endeavor, including the development
community.

Pleasanton City Council 5 02/06/01
Minutes
