Ms. Bengtson indicated there had been considerable discussion about the silo and
she recognized the importance of a silo to a da'try farm. She believed the problem is that
silos are very prominent and because Pleasanton has changed to more of a residential
community, the people living closest to the site would feel it was an overwhelming piece
of architecture. After consideration of possibly lowering the height of the silo, it was
determined that having a foundation and pictures of the silo would be sufficient for the
interpretive program and still be sensitive to the neighborhood. It is a difficult decision.

Ms. Michelotti felt having a lower silo would be appropriate and would be a good
architectural element for the ham.

Ms. Bengtson felt that if it were lowered in height, in some ways one loses the
essence of a silo.

Alan Rachmiel, 3553 Milleford Court, President of the Laguna Oaks
Homeowners Association, commended Mr. Wolfe and staff on their work with the
homeowners. The homeowners mostly agree with the master plan. The only issue that
may remain is with the homeowners right next to Foothill Road due to privacy concerns.
For the most part, all concerns have been met. What is of most concern at this point is
what happens now as construction begins. What will be done about noise levels, trash,
security, etc. He wanted staff to be sensitive to the neighborhood in this process. With
regard to the silo, any silo of any size would creme a major problem in the neighborhood.
That was the single biggest issue and it was resolved early on in the process. There will
be 161 unhappy residents ifa silo is added to the project.

Jack Hovingh, 4250 Muirwood Drive, indicated he had been raised on a farm.
Times were different then. Character education was unnecessary, because it was taught
at home. Sustainable energy was no problem, there was only one car, gasoline was
rationed, there was wood to bum for heating. When he goes back to that part of the
country he still enjoys seeing the silos. He recognizes it will not happen at the Alviso
Adobe Park, but he did support having the silo. That is where winter feed was stored.

There being no further speakers, the public hearing was closed.

Mr. Campbell asked when the trails would be built and the cost. He felt this
would be an even better park if there were access to the Ridge.

Mr. Wolfe did not have concrete answers to timing or cost. lie would review the
master plan for the area. Typically, when property is developed, trails are created as part
of the project. There is bicycle access to Alviso Adobe and there is a trail from Foothill
to Meadowlark Park. The Trails Master Plan does plan to tie that area into Sunol and
other East Bay trail systems.

Ms. Michelotti asked about pedestrian access from this park back to Foothill Road
and about the hours of operation.

Pleasanton City Council 9 01/23/01
Minutes
