Mr. Wolfe said there was access from Old Foothill to the park and out at the other
end through the parking lot at the southern end near the bus turn off. The only barriers
are for vehicles. The park will operate from dawn to dusk only. There would be no
pathway lighting.

It was moved by Ms. Dennis, seconded by Ms. Michelotti to approve the staff
recommendations to approve the Negative Declaration with a finding of de minimus
impact; find that the development plan is consistent with the goals and objectives of
the General Plan; to introduce an ordinance approving the PUD development plan,
subject to the conditions listed in Exhibit "B"; and to adopt a resolution approving
the Draft Master Plan for Alviso Adobe Community Park, subject to the conditions
listed in Exhibit "C".

Ms. Dennis was very excited about this project, but mourned the loss of the silo.
She felt that if the silo were still there, people would fight to preserve it, but understands
the reason for not rebuilding it.

Ms. Ayala also would like to have the silo. She was a child of dairy farmers in
Minnesota and the silo was an important part of the farm.

Ms. Michelotti also wanted the silo, which is why she inquired whether a reduced
height would be acceptable. It appears that has already been discussed and a consensus
reached not to have the silo.

Mr. Wolfe said there was discussion of a smaller silo of about 39 feet. He poimed
out that the buildings on Main Street at Disneyland are about three-fifths scale of the real
buildings. If the silo is shorter than 39 feet, it begins to look like Disneyland and there is
also a problem with the Office of Historic Preservation. The importance of the project
outweighs this single element of the project. We want to be a good neighbor and the silo
is a major concern to the residents of Laguna Oaks.

Ms. Ayala stated that beauty is in the eye of the beholder and if she lived in
Laguna Oaks, she would love to see the silo.

Mr. Campbell indicated he was also disappointed that the silo would not be built.

A substitute motion was made by Ms. Ayala, seconded by Mr. Campbell, to
adopt Resolution No. 01-007, approving the Negative Declaration with a finding of
de minimus impact; find that the development plan is consistent with the goals and
objectives of the General Plan; to introduce Ordinance No. 1824, approving the
PUD development plan, subject to the conditions listed in Exhibit "B"; and to adopt
Resolution No. 01-008, approving the Draft Master Plan for Alviso Adobe
Community park, subject to the conditions listed in Exhibit "C", adding the
inclusion of a study for constructing a silo.

Pleasanton City Council 10 01/23/01
Minutes
