Ms. Garrett said no trees are being removed as a result of the building pads. The <br />trees to be removed are because of the ill health of the trees and the hazards posed from <br />falling limbs. <br /> <br />Ms. Michelotti inquired about the fencing along Old Foothill Road. <br /> <br />Ms. Garrett said that was to be split mil as well. <br /> <br />Ms. Dennis inquired if plantings had been considered to create a barrier. <br /> <br /> Ms. Garrett said the purpose of the wire was to stop inadvertent access to the busy <br />street. While that could be someone of any age, the most likely to do that is the crawling <br />child. That could be coordinated with plantings and shrub plantings are used in several <br />areas, particularly where the grade is very steep. Elsewhere the site has been left open <br />intentionally to retain the rural feel of the area. <br /> <br /> Mr. Wolfe mentioned that all the design features of the park had been intended to <br />recreate the appearance of the site in order to remain consistent with standards of the <br />California Office of Historical Preservation. <br /> <br /> Mr. Pico asked about the issue of visual privacy for the residences across the <br />street from the park. <br /> <br /> Mr. Wolfe said that issue was dealt with by the Parks and Recreation Commission <br />as well as by the Planning Commission. It was felt that with the existing landscaping on <br />Foothill Road and the proposed landscaping on the park site, the problems will be <br />addressed, but not totally resolved. <br /> <br /> Ms. Michelotti asked about access to the site for cars driving north on Foothill <br />and whether there would be a left mm pocket. <br /> <br /> Ms. Garrett said there is no left tmn pocket, but the median will be narrowed at <br />that point. <br /> <br />Ms. Michelotti asked about the other access to the north. <br /> <br /> Ms. Garrett responded that for the most part, only the docents will use that access. <br />The majority of the public visitors will be using the parking lot on the right side of the <br />plan. <br /> <br />Mayor Pico declared the public hearing open. <br /> <br /> Ed Kinney, 5493 Greenfield Way, Vice President of the Amador-Livermore <br />Historical Society, indicated he had confidence that the decisions of the Council are in <br />the best interests of the community and this project is a good example.
