Ms. Ayala said this has been talked about for years, but because of other higher <br />priority issues, the project was delayed. There will soon be a priority workshop when <br />Council will talk about projects and how to use staff time most wisely. Staff has <br />recommended in the report that if the scope of work is changed, that there be public <br />notice before that action is taken. <br /> <br /> Mayor Pico said Ms. Potter could comment on the items she listed at some future <br />time in conjunction with a specific plan or proposal that would impact the Stoneridge <br />Specific Plan area, but at this point in time, the study area and scope of the study would <br />not include the items she was concerned about. <br /> <br /> Ms. Ayala reiterated that if the East Pleasanton Study were to be a top priority, it <br />would come back for public discussion before any decisions were made. <br /> <br /> Ms. Potter wanted the scope of the study to be enlarged to include Staples Ranch <br />and Stoneridge. <br /> <br /> Ms. Michelotti asked Mr. Swift to describe the specific plans for Staples Ranch <br />and Stoneridge Drive. <br /> <br /> Mr. Swift said the current specific plan would extend Stoneridge Drive across the <br />Arroyo Mocho at an angle. The arroyo would be widened out to E1 Charro Road. <br />Arroyo Las Positas would be connected to Arroyo Mocho and the other existing channel <br />would be abandoned. A seventeen acre community park would be constructed on Staples <br />Ranch property in conjunction with commercial and light industrial uses. The intensity <br />of those uses would be the subject of future planned unit development. There would be <br />some improvements at E1 Charro Road and the E1 Charro intemhange to make them <br />public streets from 1-580 southerly to the Arroyo Mocho. There could be some additional <br />houses in the Standard Pacific project. <br /> <br /> Ms. Michelotti inquired whether Stoneridge Drive could cross the Arroyo at a <br />right angle rather than on a curve under the specific plan. <br /> <br /> Mr. Swift said a modification of the Stoneridge Drive Specific Plan would be <br />necessary, but would not be necessary to be part of the East Pleasanton Study. However, <br />if the boundary of the study were modified, Council could include whatever it wishes. <br /> <br /> Ms. Potter reiterated her desire to provide input on the issues she mentioned, <br />especially the chain of lakes, whether there would be public access, and whether the berm <br />would be removed to allow a view of the lake. <br /> <br /> Valerie Hurst, 3593 Arbor Court, asked Council to extend the scope of the study <br />to include a major trail from Stoneridge to E1 Charro. She felt that was an important <br />element for traffic circulation consideration.
