system and is interested in extending a trail from Jack London to E1 Charro. There would <br />be a good trail to get commuters to Hacienda and BART and the kids out to Las Positas. <br /> <br /> David Gonsalves, 2215 Martin Avenue, said he had attended all the previous <br />meetings regarding this East Pleasanton Study. His neighborhood is outside the study <br />area and he wanted it to stay that way. He expressed his concerns about the airport and <br />the increase in the noise levels. He hoped something could be done to curtail its <br />operations. <br /> <br /> Mattrice del Prado, 2855 Cupflower Court, pointed out there is an ad hoc <br />committee to study the airport. He thanked the citizens for their participation and for <br />Council's support. He looked forward to participating in the East Pleasanton Study. He <br />had a lot of comments about Stoneridge going through to E1 Chmro. He asked for <br />clarification about when citizens could comment on Stoneridge. Would that be another <br />hearing to come before Council? <br /> <br /> Mayor Pico said no. There was an approved specific plan for the area and unless <br />Council expands the East Pleasanton study to include that area, that plan will be built as <br />approved. <br /> <br />Mr. del Prado asked what the time table for that would be? <br /> <br />Mayor Pico said it was unknown. <br /> <br /> Shirley Lauer, 2221 Martin Avenue, indicated she has been a resident since <br />Kaiser first applied for a permit for the quarry. During all those heatings which began in <br />1963, there was an agreement that parts of this study area would not be changed. She <br />believed the buffer strip was to be permanent. When the quarry activity is concluded, the <br />pits would be used as a reservoir for Zone 7. That area appears within the boundaries of <br />the East Pleasanton Study area and she did not think that original agreement should be <br />changed. She believed the chain of lakes were to be a Zone 7 reservoir and not a <br />recreation area like Shadow Cliffs. <br /> <br /> Mr. Swift said the reclamation plan for the quarry area requires Kaiser to turn <br />ownership of the buffer strip and the lake to Zone 7. That lake would be linked with <br />other quarries so there would be a chain of lakes. Zone 7 would take title to the property <br />in order to manage the lakes as a water resource and to store surface water runoff and for <br />an area to recharge the groundwater basin. The final decisions as to exactly how that <br />chain of lakes will operate and whether there is public access, etc. have not been <br />contemplated at this time. He believed Zone 7, as a potential future land owner, would <br />be included in the study process to determine what the options were for the chain of lakes <br />plan. <br /> <br /> Ms. Lauer was happy to know that Zone 7 will still control this area, but she was <br />concerned about loss of the buffer strip.
