It was moved by Mayor Tarver, seconded by Mr. Pico, to (1) approve the <br />introduction of the lnchsionary Zoning Ordinance and modi~y the Lower Income <br />Housing Fee guidelines to conform with the Ordinance and (2) seek a consultant to <br />conduct a revised nexus study concerning the Lower Income Housing Fee. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayaia, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSTAIN: None <br />ABSENT: None <br /> <br />7. MATTERS INITIATED BY COUNCIL <br /> <br /> Mr. Pico would like Cotmcil to hold a public heating with respect to Pleasanton's <br />continuing with the LAVWMA pipeline expansion project and how Council wants to <br />handle the RO injection issue with DSRSD. This would help the LAVWMA <br />representatives with direction. <br /> <br /> Ms. Dennis said the fundamental issue is policy pollution, People are making <br />policies and Pleasanton has no way to impact this nor me them any consequences for <br />their decisions. She would like to continue to pursue this because the issue of having the <br />RO injection will not be resolved if the City does not have a handle on the making of the <br />policy. <br /> <br /> Ms. Michelolti said she had grave concern about Council holding up this project. <br />It was something that was voted upon by the people, that Pleasanton said they would <br />participate in, to carry out the thtum needs of the General Plan and for the future needs of <br />the Tri-Vailcy Area. Pleasanton entered into an agreement and made commitments at <br />that time. She said she cannot go into an arcs where Council might jeopardize the entire <br />project knowing it was agreed to by the LAVWMA board. <br /> <br /> Ms. Ayala said that at no time in the approval of the pipeline was it said that RO <br />injection would take place. This fact is a possibility today. Livermore chose not to buy <br />into this expansion. She stated it is somewhat confusing to her that the people of <br />Livermore chose not to buy into the expansion of the pipcline and yet they are looking at <br />12,500 houses. Although they have the option of coming back in, their Council voted <br />against the pipeline. <br /> <br /> Mayor Tarver requested that staff develop any relevant information between now <br />and December 5, 2000, pulling it together and making a determination as to the <br />conditions involved; addressing the original agreement, the election, any major <br />modifications, etc. <br /> <br />Pleasanton City Council 16 10/17/00 <br />Minutes <br /> <br /> <br />
