be~er served when people are moving in and out. When people own a house, they are <br />going to hang on to it, no matter how much income they have. The availability of <br />affordable housing serves more people over the life of the housing. <br /> <br /> Mr. Tarver stated that he definitely believes that the market system of supply and <br />demand works. Sometimes it works to the detriment of people. He has received many <br />phone calls lately talking about the fact that they are not going to be able to keep living in <br />their trait because of rental increases. He feels this should be looked at, because if not <br />done, then the market will take over the "human side" of what is appropriate. It is <br />absolutely not appropriate. This is supply and demand at its worse. He would like the <br />Housing Commission and the Planning Commission to look at this. What are we <br />displacing by letting the market get out of control? How many people is Pleasanton <br />losing who have lived in the community for a number of years that are not going to be <br />able to stay here because of the loss of units? This Council has tried to make <br />affordability in perpetuity. The Council has to continue to strive for this. He recalled <br />when the apartments in North Pleasanton were appmved and they were lost in 15 years - <br />15% and 15 years and they are gone. With the market the way it is, we cannot expect <br />those people to say, "Okay, we will keep our 15% affordable." He hates to see people <br />who have been in this community a long time displaced because of a lack of affordability <br />in housing. This supply is not going to be enough in Pleasanton. <br /> <br /> Ms. Ayala said she would be interested in a new model because she does not see <br />what is being proposed tonight as really solving the housing problem. <br /> <br />Mr. Boeim~ said that this is included in the staff report. <br /> <br /> Ms. Michelotti asked when could Council go forward; after the study comes <br />back? <br /> <br /> Mr. Booinn said that if Council approves the introduction of the ordinance, the <br />ordinance would take effect 30 days after the next City Council meeting. The fee would <br />remain at the current level until it is changed. <br /> <br /> Ms, Michelotti asked if that would be when the study was returned to Council and <br />decides. She said there is an attitude in the conmaunity that fewer is better. The fewer <br />units Pleasanton has, the cost per unit skyrockets. HaVing an incentive is the way she <br />would like to see the Council go. She suggested looking at alternative means, such as a <br />density bonus, citing previous projects as a way to address this issue. Homes are selling <br />in this community that are in the $600,000 to $700,000 range and they are the older <br />houses. She appreciated Mr. MacDonald's work. Pleasanton is not now allowing people <br />who need to live in the community to live here because of what is happening to both the <br />rental and the for sale units. <br /> <br />Pleasanton City Council 15 10/17/00 <br />Minutes <br /> <br /> <br />
