residents are allowing the park expansion and feel they should have a good neighbor <br />fence to allow them to retain their privacy and protect them from stray balls. She <br />preferred the masonry wall but the cost to the residents was more than some could atlbrd. <br />They accepted the wooden fence as a compromise. She described her concept of the <br />wooden t~nce. <br /> <br /> Mr. Wolfe described the fence in further detail. He also indicated there is an <br />additional benefit to the residents because access to the soccer fields is controlled. He <br />explained that normally staff would construct a fence around a park next to the existing <br />fence for residential areas. Staff wanted to avoid that in this instance because it would <br />create additional problems. <br /> <br /> Mayor Tarver inquired about possible maintenance issues that may occur in the <br />future. <br /> <br /> Mr. Wolfe indicated the residents will be informed that the fence will be in the <br />same location as the existing masonry wall on private property and the homeowners will <br />be responsible for its maintenance. The City would only repair damage if it were caused <br />by City equipment such as a mower. <br /> <br />Ms. Ayala thought this was an improvement on what is exisfing now. <br /> <br /> Ms. Tmia indicated the existing fence is concrete imprinted to look like brick and <br />is fillling down in several places. lfa chain link l~nce were installed as in other places in <br />the City, the masonry wall would probably fall on it, She did not think a negative <br />declaration was necessary. Five years ago the area was a lake in the spring with many <br />frogs; later there would be a groat many bugs. Now there bus been soil dumped on the <br />land which raised the level and there is no longer water collecting in the area. She said <br />there is no wildlife there at all. <br /> <br /> Ms. Michelotti asked how the existing Val Vista Park had been incorporated into <br />this master plan. <br /> <br /> Ms. Troia said the existing park is an eyesore because it has not been maintained <br />well. The new park will make the whole area much nicer, including the neighbors at the <br />notch end who are completely in favor of the hockey park. <br /> <br /> Mark Hillenbrand, 4761 Mason Street, stated he was very happy about the park <br />and its design. He liked the good neighbor fence but had concerns about the longevity. It <br />does not buffer sound as well as a masonry wall would, and is not as secure. He was <br />concerned about maintenance issues later. He really preferred lhe masonry wall. He had <br />no problem with the additional restroom facilities. The existing play~ound equipment at <br />Val Vista Park is poo~y maintenance and unsafe. He asked that the equipment be <br />replaced immediately by equipment that will be used when the new park is constructed <br />and then move it where necessary.
