Mr. Tidwell expressed concerns about the fence and the apparent
confusion of whether the t~nce is on poblic or private property.

Mr. Plucker continned the masonry wall is on private property and the proposed
wooden i~nee would also be on private property.

Ms. Dennis asked if the cost of the fence would be shared and whether this would
set a precedent?

Mr. Plucker said the concern was with the masonry wall. It is collapsing in places
into the area of park expansion. It is proposed for the City to pay the full cost of the
wooden fence, which is $50,000, as opposed to the $200,000 for a masonry wail.

Mr. Pico asked if the City would normally pay tbr a fence separating a park and a
residential area?

Ms. Acosta explained that this is a different situation. Normally a cyclone fence
would be erected. This fence is on private property and is a compromise to satisfy the
neighborhood.

Ms. Dennis asked if any of the material from the demolished fence is recyaiable.

Mayor Tarver declared the public hearing open.

Bobbi Troia, 6820 Inglewood Court, indicated this has been a long process which
started with a desire to have trees to shield the sewer treatment plant and to mitigate
odors and has finally developed into a lovely park. She thanked Mr. Wolfe and the
Tanaka Design Group for the beautiful design. The one problem is the fence along the
soccer fields. That is the only thing between the fields and residences. A chain link
fence would not provide privacy. She is representing the residents and wanted to get the
best fence possible without taking tax money away f?om other citizens in the City.
