masonry wail because this is an area that people see when going to the business park and
it should bc nice.

Ms. Michelotti asked if the park constmcfion would be phased and when
construction would begin.

Mr. Wolfe indicated the Park and Recreation Commission recommended that this
project not be phased to avoid dual impacts on the neighborhood. The estimated cost is
$4.75 million and them is $2.8 million on hand. There are additional funds for an in-line
skating facility that can be reallocated to this project and the City anticipates receiving
$900,000 from Proposition 12 funds, so there is a shortPall of about one million dollars.
There are still negotiations in progress for a contribution from the Dublin San Ramon
Services District. It is hoped the funds will be found soon. IfCouncfi approves the
master plan at this meeting, it is anticipated a final design will be before Council and
construction could start by next spring.

Ms. Acosta reminded Council there are also tindesignated funds in the Capital
Improvement Program budget. That will be before Council in July 2001, but there are
enough funds to start the project.

There were no further speakers so the public hearing was closed.

Ms. Michelotti indicated her point was that if the project were phased that
construction should start at the existing Val Vista Park area. She was in favor of the
additional restroom facilities,

Mayor Tarver indicated he had heard no objections to the second restroom
facility, only positive comnrents about the park. The only reservation was about the
fence. IIe wanted this to start as soon as possible. He liked the idea of an upgraded good
neighbor fence that is sturdy and will last. He tLrged Cmmcil to pursue partnership with
DSRSD on funding.

Mr. Pieo asked about the existing play equipment at Val Vista Park.

Mr. Wolfe indicated the park maintenance staff has tried to remedy some oflhe
concerns raised, The manufacturer li3r this equipment is no longer in business and other
playground equipment manufacturers do not want to fabricate materials to improve this
equipment because of liability concerns. He did not believe the equipment was unsafe.
Hc pointed out that Ballistic United Soccer Club was also a financial partner in this
project.

It was moved by Mr. Pico, seconded by Ms. Michclotti, to adopt Resolution
No. 00-096, approving the Negative Declaration with a f'mding of "de minimus
impact"; to find that the General Plan amendment is internally consistent with the
General Plan; to find that the rezoning is consistent with the goals and objectives of
the General Plan; to adopt Resolution No. 00-097 approving the General Plan

Pleasanton City Council 10 07/18/00
Minutes
