He does not understand how the State can prevent that situation from reoccurring because <br />it is not building the facilities to provide the water for the anticipated growth in the <br />Valley or anywhere else. <br /> <br /> Ms. Ayala indicated it will take about two years to develop the flood control <br />master plan. She understood there was a plan by the Army Corps of Engineers 25 years <br />ago, but it was so expensive it was not implemented. It may be possible them is not <br />enough money to pay for the flood control master plan and suggested transferring the <br />surplus from the water connection fees to pay for the flood control. <br /> <br /> Mr. Cusenza said it was possible.
