Mr. Wong said as Zone 7 approaches build out, there will be opportunity for <br />community input regarding the surplus. The possibilities are reducing the connection <br />fees in the last f~w years, further infrastructure improvenmnts, or refunds. $50 million <br />dollars may not purchase much twenty years from now. <br /> <br /> Mayor Tarver believed there would be time to adjust by 2015 if the surplus was <br />mom~ting. He felt the $62 million contingency could also be adjusted. <br /> <br />Mr. Pico asked if any future rate increases were built into this project. <br /> <br />Mr. Wong said this analysis was done using today's dollars. <br /> <br /> Mr. Pico asked if this was calculated using $9,375 per single family. That equals <br />about 48,000 additional dwelling units. <br /> <br /> Mr. Wong said it was 56,000 units, including Dougherty Valley, East Dublin and <br />the North Livermore area and would serve 280,000 people. <br /> <br /> Mr. Pico asked iftbe increase was for a 5/8" meter and did it have a similar <br />increase for conmaereial or larger meter sizes. <br /> <br />Mr. Wong said those would increase proportionally. <br /> <br /> Ms. Dennis indicated this increase is projecting growth to occur. If there is no <br />growth, will the facilities still be needed? <br /> <br /> Mr. Wong indicated the program is reviewed every year and if the growth is <br />slowing, then construction of facilities could be extended over a longer period. <br /> <br /> Mayor Tarvet asked staff if this was an appropriate process, considering the $50 <br />million surplus at the end. <br /> <br /> Mr. Cusenza indicated a meeting has been held among the Valley retailers and <br />Zone 7 as well as the builders in the Valley. The main concern initially is the impacts on <br />building costs and water quality. This is the first time staff has seen this information and <br />a further report will come back to Council. <br /> <br /> Ms. Ayala wanted to make certain new growth pays for itself and existing rote <br />payers are safeguarded. She acknowledged the need for a reserve. <br /> <br /> Ms. Michelotti agreed with that, but agreed that as the project reaches build out <br />that it is adjusted to reduce the surplus. <br /> <br /> Mayor Tarver indicated that as there is more demand, there will be an effect. <br />When them was a drought, the State raised the water rates because of the limited supply. <br /> <br />Pleasanton City Council 6 07/18/00 <br />Minutes <br /> <br /> <br />
