Mr. Wong indicated it was to install membrane filtration instead of the <br />conventiotral treatment processes. That would remove organic compounds from the <br />Delta water and provide better filtration of bromides and disinfection byproducts. This is <br />similar to reverse osmosis, but is more an ultra filtration or micro filtration. Not as much <br />pressure is needed to push the water the filter and it will not remove salts. <br /> <br />Ms. Ayala expressed concerns about the Delta water and the filtration processes. <br /> <br /> Mr. Wong stated Zone 7 is meeting all the state and federal requirements and the <br />water quality, in terms of safety, is the best available in the nation and the world. <br /> <br />Ms. Ayala referred to a leiler from DSRSD objecting to the connection fees. <br /> <br /> Mr. Wong said them was a concern about Zone 7 having to pay for conveyance <br />through the South Bay Aqueduct and not being able to use it all and to be able to <br />maintain water levels in Lake Del Valle. That is an issue for Zone 7 with the Department <br />of Water Resources. There is a cost associated ~vith water supply and Zone 7 is expected <br />to pay that because it wants to add an additional capacity to the South Bay Aqueduct. <br /> <br /> Ms. Dennis believed it was very important to preserve the water level at Lake Del <br />Valle. She was glad Zone 7 was budgeting for that. <br /> <br /> Ms. Ayala supported the lbes and pointed out that these are for new connections. <br />She inquired about flood control issues and if Zone 7 was making improvements in that <br />area. <br /> <br /> Mr. Wong said a major update to the flood control master program is under <br />development. The study will be expensive. A request lhr proposal will be issued soon <br />and results from that would be available in Spring 2001. An updated drainage fee <br />progrmn should be ready in eighteen months. <br /> <br /> Ms. Michelotti asked if Zone 7 was including retention basins north of <br />Pleasanton. She was happy that plans are being implemented to preserve Lake Del Vaile. <br /> <br />Mr. Wong said yes. <br /> <br /> Ms. Michelotti indicated this increase in connection fees will affect the cost of <br />housing in the area. She asked staff to explain what alternatives, if any, when fees like <br />this are adopted by other agencies over which the City has no control. <br /> <br /> Mr. Casenza stated the City has a contract with Zone 7. which is the Valley's <br />major water wholesaler. The City Ms no choice in setilng their fees. When the City has <br />a change of use which requires additional water supplies, it must pay the fees as well. <br /> <br /> Ms. Den~s asked if the proposed surplus was probable.
