Mayor Tinwet reti:rred to people who do not want to spend money on rents. There <br />is a program to assist first time home buyers, yet there are not that many units for them in <br />the community. Even condominiums of 900 sq. ft. have high prices. He felt there were <br />enough apartments. <br /> <br /> Mr. Pico believed it was necessary to have housing closer to jobs and there will be <br />750,000 sq. It. of commercial space in this project and there are all the offices across <br />Bernal in the Koll Business Center. He believed apartments would be good in this <br />location so people could walk or bike to work. He felt it was important to have a mix of <br />housing to serve the needs of all segments of the community. <br /> <br /> Ms. Dennis, when asked where the apartments should be located, stated she <br />preferred them to be adjacent to an open space such as in Altemative 7A, however that <br />impacts the central parcel, which she did not favor. <br /> <br /> Council then reviewed prior Alternatives 5 and 6 to see what changes had bccn <br />made to get to Alternative7. Mr. Costanzo reviewed the additional costs involved in <br />developing the eastem parcel. The actual costs are being calculated at this time and will <br />be brought back later. <br /> <br /> Mayor Tarver referred to earlier comments about expanding the plaza between <br />buildings in the commercial area and supported that. There was no concensus for that <br />proposal, <br /> <br /> Ms. Dennis believed thai developing the east parcel nqakes the project appear to <br />take up more land. She felt the housing should be put back on the western parcel and did <br />not feel people would notice a significant difference on the west. <br /> <br />Ms. Michelotti disagreed. <br /> <br /> Ms. Ayala believed keeping the central parcel as open as possible was very <br />important and she accepted housing on the east parcel in order to do that. <br /> <br /> Mayor Tarvet did not think 31 below market rate apartments was enough out of <br />100. The total number of units is being increased and there are not enough below market <br />units being provided. <br /> <br /> Mr, Costanzo indicated he was working with staff fbr a program to subsidize <br />some of the units. He believed the consensus he heard from Council this evening was to <br />proceed with A/ternative 7A with apartments on the village commons and to get units on <br />the eastern parcel. He and staff will work on the rest of the PUD plans, architecture, <br />landscaping, grading plans and utility plans. They will soon be before the Planning <br />Commission, hopefully, the first week in August. <br /> <br /> Mr. Roush indicated the plan was to have a meeting with the Planning <br />Commission the week of July 3 L 2000.
