Ms. Ayala pointed out that Greenbriar was able to get environmental permits for
the Bridle Creek development and felt it could get permhs for this next project.

Mayor Tarver indicated there is still a lot of work m be done as well as further
public hearings. He liked the ahcmativc that has 527 houses with 76 below market units.
He wanted to keep the unit count down and get as much affordability as possible. He did
not like moving the apartments next to the freeway. They should not be in a less
desirable place than the single family homes. He favored getting units off the central
pamel and would allow them on the west side.

Ms. Ayala liked having the apartments next to the freeway and south of the
commemial area. She felt if a single user were found, the employees could live and work
in the same area. Houses are built next to freeways, so why worry about putting
apartments there?

Ms. Michelotti agreed with that and suggested making the central square a little
larger in the commercial area.

Mr. Costanzo indicated it is not unusual to have apmments close to freeways and
apartment owners like that because potential tenters driving by will see them.

Ms. Michelotti favored having the below market rental units and felt it helped
people come to the city and eventually be able to purchase homes. She also favored
having the apartments on the south side of the commercial area because it takes them
farther away from Bemal Avenue.

Ms. Dennis agreed.

Mr. Pico indicated he wanted to see apartments in the project.

Mayor Tarver indicated he had made a anmmitment to have a lower number of
units, but if the community doesn't care. then add more apartments. There would be
more affordability.

Mr. Pico liked Alternative 7A. He liked mixing the aparmaents in with the
housing.

Mayor Tarvet also Favored keeping the apartments near the houses.

Ms. Michelol~i felt the north portion of the west parcel is the most
environmentally beautiful piece of the entire property and strongly opposed putting
houses there.

Ms. Dera~is believed the affordability issue is best addressed if them are
apartments in the mix of housing.

Pleasanton City Council 16 07/18/00
Minutes
