She thanked staff for this and urged Council to adopt the staff recommended <br />plan. <br /> <br /> Ms. Dennis commented that the preference system can be modified as much as <br />necessary, but it will not solve the problem until the housing is made available. <br /> <br /> Mayor Tarver did not think there would ever be enou~a housing, so it was <br />important m have a program to allocate what is available. His only objection to the staff <br />recommendation was that points should be given cumulatively for specific categories <br />such as single parents. handicapped, long-term residents, etc. <br /> <br /> Mr. Bocian indicated the desire was to have an even playing field and there was <br />concern on the part of long-term residents that they would lose out to a person who had <br />made a choice to be a single parent, for example. There was a lot of debate on this. <br /> <br /> Ms. Ayala pointed out that the Housing Commission had agreed with the staff <br />recommendation and did not want to overturn its recommendation. <br /> <br /> Ms. Dennis addressed the longevity issue and said it was not central to the <br />crafting of the low income housing fee. The idea was to provide housing for people who <br />work in the city. <br /> <br /> It was moved by Ms. Dennis, seconded by Ms. Ayala, to adopt Resolution No. <br />00-100, modifying the City preference policy for affordable housing projects by: <br />a) amending Section 4 to create a new bonus point for households which have lived <br />in Pleasanton for seven years or longer and establishing a maximum of one possible <br />bonus point; and b) adding a new section which includes definitions for "Pleasanton <br />resident" and "Pleasanton employee". <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />There was a break at 9:10 p.m. <br /> <br />The meeting was reconvened at 9:15 p.m. <br /> <br />Item 6c <br />Review and al}nroval of Oronosed Affordable Housinl Residential Property <br />Ac{luisition Proaram.
