amendment changing the designation of Parcel 1 from Public and Institutional to <br />Parks and Recreation; to introduce Ordinance No. 1811, to be read by title only and <br />waiving further reading thereof, approving the rczoning of Parcel 1 and Parcel 2 <br />from Agricultural to Public and Institutional; to confirm the findings for the use <br />permit as made by the Planning Commission; to adopt Resolution No. <br />00-098, approving the design review of the proposed Val Vista Park renovation and <br />expansion, as filed under Case PDR-46, subject to the conditions listed in Exhibit B; <br />and to adopt Resolution No. 00-099, approving a conditional use permit for a park, <br />as filed under Case PCUP-12, subject to the conditions listed in Exhibit "C' of the <br />staff report. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Micheloff, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAiN: None <br /> <br /> Ms. Dennis believed this was a beautilhl park and she was happy to see the plans <br />for a commtmity garden. She suggested investigating grant applications from the <br />Recycling Board and Waste Management Authorily to complete the funding. <br /> <br /> Mr. Pico felt this should be a high priority project with a goal of starting <br />construction in Spring 2001. He loved the in-line skating area. <br /> <br />Ms. Michelotti thanked the Ballistic United Soccer Club for its participation. <br /> <br />item 4b <br />ADDroyal of nrol}osed revisions to the Cltv Oreference system for affordable housinl~ <br />nroiects (SR 00:203) <br /> <br /> Stcven Bocian presented the staff report. He answered several questions of <br />Council to clarify the point system and indicated there is usually a lottary for the group <br />with the highest number of points. <br /> <br />Ms. Michelotii inquired about the allocation system for senior housing. <br /> <br />Mr. Bocian said this preference system is also used lbr the senior complex. <br /> <br />Mayor Tarver invited public testimony. <br /> <br /> Irene MeDeaviii, 3843 Belmont Way, indicated she and her husband grew up in <br />Pleasanton. Her husband currently works out of their home and at the Pleasanton <br />Couahouse. This plan recognizes people who grew up in Pleasanton and acklmwledges <br />longevity of residency.
