It was moved by Ms. Ayala, seconded by Ms. Michelotti, to approve the <br />Disposition and Development Agreement with BRIDGE Housing and Lytton <br />Gardens and to direct staff to continue to process the project toward <br />implementation based on the provisions outlined in the staff report. <br /> <br />The roll call vote was as follows: <br />AYES: Cmmcilmembers Ayala, Dennis, Michelotti, Pico and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />7. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Dennis said that she had received communication from a concerned citizen <br />regarding the Arroyo Del Valle. <br /> <br /> Mr. Lure responded that the Arroyo had been allowed to dry out to the point it <br />impacted the wildlife in the area. This time of the year the water in the Arroyo comes <br />either from Lake Del Valle or from the quarries in the area. There was a request fi'om <br />Lake Del Valle for the quarries to divert the water back into Lake Del Valle. No agency <br />has accepted responsibility of baiancthg the water involved, but all of the agencies axe <br />now being asked to come together and talk about how this can be managed to minimize <br />the effect. These discussions will begin within the next month. <br /> <br /> Mayor Tarver believed Zone 7 should be the responsible agency and was not <br />doing its job. <br /> <br /> Ms. Michelorci discussed the possibility of putting in a longer stacking lane at <br />Bemal Avenue, heading east~ at Case Avenue. <br /> <br /> Mr. Lum responded by saying that the Traffic Department is looking into the <br />situation and a memorandum will be forthcoming. <br /> <br /> Mr. Pico said that he had read the Traffic Committee Report and has some <br />concern regarding the Augustine Street request tbr permit parking. He said he would like <br />to see the issue of permit parking brought before City Council. <br /> <br /> Mr. Lum said that since the Traffic Committee meeting, further discussion has <br />taken place concerning the entire neighborhood and parking. This will be dealt with in a <br />more comprehensive manner and it will be brought back to City Council. <br /> <br /> Ms. Aeosta said a request had been made by Supervisor Scott Haggerry for the <br />City Council to consider initiating discussion related to the ACE train station. Supervisor <br />Haggerty has requested that this be included in the discussion of public uses for the San <br />Francisco Bernal Avenue Property at this time.
