Carol Galante, President of BRIDGE Housing Corporation, thanked City staff for
the work put into getting the proposal to the Council. She also thanked the Assisted
Living Subcommillee for its work in reviewing the management operations. Ms. Galame
suggested that with the City participating in this project and with the success of the
project, Pleasanton would have the ability to increase the affordability concept. She said
her corporation is commitled to providing affordable assisted living.

Vera Goupille, President and CEO of Lytton Gardens, indicated her company has
been in the business of providing multi-level care to mixed income citizens for over 25
years. She said that this project ofl~rs a mixed income facility that represents a
msrvehius contribution to the community, providing the same level of service for all
people at all income levels. They have forrod family participation is higher in assisted
living facilities, which benefits both the resident and the family involved. With a facility
like this in the community, it has been lband to increase family interaction and results in
all parties concerned feeling connected.

Christine Steiner, 596 Hamilton Way, is a member of the Housing Commission
and the Assisted Living Subcommittee. She explained that it is impossible to provide
aftbrdability in a facility such as this without the participation of the City. The key to the
success of the project is the management of the facility, which was observed in the
private sector. The affordability factor is a vital aspect of this assisted living facility
project and could be a prototype for other communities to follow. She felt that all
concerns could be addressed and worked out in putting together regulatory agreements to
have this project move forward quickly.

Ms. Ayala asked if the subcommittee had reviewed the financing of the project.

Ms. Steiner said yes, and a financial consultant also reviewed it.

Linda Hughes, 1714 Verdite Street, Livemore, said that this project represents
the next step for the independent residents who live at Kottinger Place, Pleasanton
Gardcx~s and at Ridgeview Commons. Those residents communicated to the committee
their desire to remain in Pleasanton, and without a facility such as this, they are not able
to do this. She believed that they have accomplished a proposal to provide an attractive,
affordable and well managed facility. Affordability is the pivotal piece ~br this project.
Ms. Ilughes related her own experiences as an employee and consumer in the assisted
living facility field.

The public hearing was closed.

Ms. Michelotti thanked the Subcommittee for its hard work, assistance and
dedication in observing the value system, goals and objectives that Council is striving to
achieve.

Pleasanton City Council 8 09/05/00
Minutes
