Ms. Acosta clarified that motion was for the inclusion of a potential golf course in <br />Phase I. <br /> <br /> Mr~ Roush asked if the timing of the transfer of the golf course land should be the <br />same as the community park or is Council satisfied that it would be part of the rest of the <br />public parcel? <br /> <br /> Mayor Tarver did not want to invest in a golf course without ownership of the <br />property. He did not want the transfer of ownershlp to get in the way of a golf course. If <br />the City doesn't get the property until 2002. how can it benefit from a reduction in costs <br />from all the grading and construction going on in that area? <br /> <br /> Mr. Roush said if there is a final map and building permits issued for the western <br />and central parcels, the property will be transl~rred to the City. <br /> <br /> Mr. Costanzo agreed with that. He did not support giving the land for the golf <br />course on the western parcel at the same time as the community park site. He was willing <br />to work on the design and work on grading with the City, but was not agreeable to <br />transferring the land early. <br /> <br /> Mayor Tarver reiterated his motion was to include the potential of a golf course <br />on the western parcel as a part of Phase 1. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti. Pico and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mayor Tarver, seconded by Ms. Ayala, to adopt staff <br />recommendation #23b, that 50 acres for a community park be transferred to the <br />City at the first final map for the Western and the Central Areas or when a master <br />plan for a park is adopted, whichever is earlier; and the balance of the property <br />upon issuance of initiat building permits for all products except those on the Eastern <br />Area, or 6/1/02, whichever is earlier. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala.
